HomeMy WebLinkAbout1993-03-04; Senior Commission; MinutesMINUTES ,- MEETING OF: SENIOR COMMISSION DATE OF MEETING: TIME OF MEETING: 1:15 p.m. PLACE OF MEETING: March 4, 1993 (Regular Meeting) CARLSBAD SENIOR CENTER CALL TO ORDER: Chairman Heard called the Meeting to order at 1:15 p.m. ROLL CALL: Present: Absent: Commissioner Whittaker. PLEDGE OF ALLEGIANCE was led by Chairman Heard. Commissioners Heard, Chmiel, MacEnery and Zink. MATERS FROM THE PUBLIC: There were no requests to address the Commission at this time. APPROVAL OF MINUTES: - On motion by Commissioner Zink, the Minutes of the Regular Meeting of February 4,1993, were approved as presented. - AYES: Heard, Chmiel, MacEnery and Zink BOY SCOUT TROOP 748 UTILIZATION OF SENIOR CENTER: Sue Spickard reported that the Boy Scout Troop has used the Senior Center for the annual Easter Sunday Pancake Breakfast since 1991, The fees have been increased for the use of the Center, and the Troop has requested a reduction of fees, since they are a non-profit group. She asked for direction from the Commission, adding that staff has recommended a fee of $226 as a minimum charge to the Troop Bill Lantz, Troop Coordinator, Troop 748, addressed the Commission, stating the committee had agreed to the $226 cost, if the Commission approved that charge. The Troop served 1,200 breakfasts last year, and have increased the price to $2.75 for the breakfast this year. In response to query, Mr. Lantz stated this is the only fundraiser the Boy Scout Troop has for the entire year. ACTION: On motion by Commissioner Chmiel, the Senior Commission agreed to allow Boy Scout Troop 748 to use the Senior Center for the Annual Easter Sunday Breakfast at a cost of $226; adding that this is the fee for one specific request and is not to be considered a regular fee for all non-profit organizations. AYES: Heard, Chmiel, MacEnery and Zink - Twenty tickets were donated to the Center for the Breakfast. March 4, 1993 SENIOR COMMISSION Page 2 NORTH COUNTY SENIORS IN ACTION: John Burnett, Executive Director, North County Seniors in Action, described the services provided free of charge to the seniors in North County and also explained the function of the Case Management Program, This program assists low-income frail seniors who are limited in their ability to care for themselves. Mr. Burnett stated there are over 15,000 seniors in Carlsbad and the case load has doubled over the last five years to over 10,000 a year. Mr. Burnett asked for the Commission’s support and stated that the City of Carlsbad provided them with $600 funding last year through the Community Block Grant Funds. CITIZEN REQUEST/SENIOR CENTER OPEN ON WEEKENDS: Sue Spickard gave the report on this item, stating that David Stookey spoke at the February 4, 1993, meeting of the Senior Commission, requesting consideration of a request to have the Senior Center open on weekends, and staffed by volunteers. Mr. Stookey had presented this idea to the City Council on January 26, 1993. Ms. Spickard was contacted and requested to have Mr. Stookey present his idea to the Senior Commission. Ms. Spickard stated that the Senior Center is open Monday through Friday, from 8:OO a.m. to 300 p.m., and for special events-such as the Super Bowl, World Series, fashion show, etc. The facility is available for community rental, but this is the first request received by staff or the Board of Directors of the Association. Upon investigation, the Oceanside, Vista and San Marcos Senior Centers are open the same as this Center, with paid staff required at all times--and no keys given to volunteers. Ms. Spickard said that staff could not recommend allowing volunteers to be responsible for opening and closing the Center. The cost of having a staff person present is $7.00 an hour, minimum. The Center is becoming more and more popular for after-hour rentals. If the Center were to be kept open on weekends, that would be a loss of revenue to the City and the cost of staffing would increase. Ms. Spickard stated that with the present economic status of the City, staff could not recommend that the Center be kept open on weekends. ACT1 0 N : On motion by Commissioner Chmiel, the Senior Commission adopted staff recommendation to keep the Senior Center hours of operation Monday through Friday, 8:00 a.m. to 5:OO p.m., and when scheduled for special after-hour events. AYES: Heard, Chmiel, MacEnery and Zink UTILIZATION OF TRUST FUNDS: Sue Spickard stated that there is approximately $22,000 in the trust fund available for recommendations for items to be purchased. Mr. Van suggested developing a fund to replace the one vehicle that is equipped with a lift. Ms. Spickard will meet with the Purchasing Director and pursue where the City stands with regard to replacing this vehicle. There were replacement funds in the budget, but with the budget constraints and possible future budget cuts, the City will probably not be replacing vehicles as quickly as in the past. The consensus of the Commission was that the replacement of this vehicle should be #1 on the wish list, and that it should be in memory of Leo Gregory. March 4, 1993 SENIOR COMMISSION Page 3 - UTILIZATION OF TRUST FUND: (Continued) Chairman Heard suggested that there be a 'must' list and a 'nice to have' list. Ms. Spickard will make a list for the Commissioners and at a future meeting will bring this list to the Commission for setting priorities, together with a plan for fundraising. COMMl'lTEE REPORTS: Sunaestion Committee Commissioner MacEnery reported on the following suggestions: purchase of bus passes - this suggestion has been previously addressed. relocate handicap parking -- this issue has been investigated several times and it is not feasible to move the handicap parking due to the traffic and the cost of installing a ramp. canceling lunch reservations -- as it is sometimes difficult to get through to the lunch reservation telephone, seniors may call the reception desk. video instruction for dance -- the only one not offered at present is square dancing, and that is because there is not sufficient space. There is square dancing taught at Harding - Center. newcomers unwelcome in lunch program -- an announcement will be made to ask the regular diners to make anyone new welcome. Nutrition Proiect Liaison Commissioner Chmiel reported on the February 11, 1993 meeting, giving the statistics for the meals served with a total of meals served in January, 2,720; with an average donation of $1.38; Home meals delivered 812, with an average donation of $2.58. The balance on hand is $2,756.12. She stated the music in the dining room was discussed, and the decision was made to keep it as it is now. Commissioner Chmiel read a thank-you note from Mr. & Mrs. Radford for the 50th Anniversary Proclamation they were presented at the February meeting. SENIOR COORDINATOR'S REPORT: Sue Spickard highlighted the events that were held at the Center and the attendance at those events. She stated she is working with the Risk Manager to arrange trips on public transportation. This will help seniors to become familiar with riding the buses. A trip to the Library is planned to help the seniors become familiar with the many things available to them at the Library. Upcoming events include three health screenings, tap dancing classes, belly dancing presentation, a trip to the Ronald Reagan Library in Simi Valley, a fashion show on April 3, a shopping mall tour, a ping pong tournament the first week in April, and an older worker week to focus on employers to discuss with them the merits of older people: e.g., reliability and their ability to be retrained. March 4, 1993 SENIOR COMMISSION Page 4 _- SENIOR COORDINATOR’S REPORT (Continued) Ms. Spickard stated that staff is working on the budget, but do not know what the impacts will be at this time. She said it is hoped that services will not be cut, and the possibility of recuperating some of the costs for classes is being discussed. CHAIRMAN’S REPORT: Chairman Heard stated he had no further report. ITEMS FOR NEXT AGENDA: Commissioners should contact Sue Spickard with any items for the agenda. In past years, the Troop was classified and charged under the Facility Use Regulations (attachment 1) utilized by Parks C Recreation fortheir facilities, where the Fees were significantly less. The fees presently utilized (attachment 2) were created specifically for the Senior Center and adopted by the City Council in November 1991. The Troop is scheduled to utilize the Senior Center kitchen and diningroom for 2 hours on April 10, and for 8 hours on April 11, 1993. The Troop requests that the Senior Commission reduce the fees for utilization of the Center (attachment 3). Based on the current facility fees the charges for their use would be as follows: DININGROOM $30/hr X l0hrs. = $300 $40 non refundable use fee = 40 KITCHEN $15/hr X 8hrs. = 120 $20 non refundable use fee = 20 - $7/hr X 2 staff X 8 hrs. = 112 14 $7/hr staff fee X 2 hrs. - Damage deposit (refundable) = 150 - Subtotal = $756 minus damage deposit = -150 $606 - - Based on the old fee structure which required no fee for utilization of the kitchen, no non refundable use fee, and by waiving the staff fee, the Troop utilized the Senior Center for a total of $100 after refunding the $150 damage deposit. -2- Request for Reduction in Rental Fee Keeping in mind the Senior Center is becoming increasingly more popular for after hours rental, and there are many nonprofit organizations in the community, staff requests that the Senior Commission review this request and make recommendations regarding the fees to be charged to Boy Scout Troop 748. Sue Spicard 799 Pine Ave Carlsbad, Ca. 92008 1/19/93 Dear Sue, This letter is to request a reduction in this years fee, for use of the Senior Centers Dinning Room and Kitchen. Carlsbad BOY SCOUT TROOP 748, chartered by the Carlsbad Union Church has held it's annual Easter Sunday Pancake Breakfast for 35 years. We do this once a year fund raiser to enable our scouts to pay for camp, buy additional equiptment to support the boys who cannot afford their own equiptment and to keep the troop running. Troop 748 is a non-profit organization with completely volunteer leadership. All monies raised by this annual event are through the sale of tickets by the boys. We as a troop, return 100% of the monies earned to the boys. This is due to all the supplies for the pancake breakfast being donated by the merchants of North County. Troop 748 consist of 40 boys, ages 11-18 years striving to be better citizens of Carlsbad. a fee reduction from the current use fee's. This will be our 3rd year to use the facility and we have always left the facility in excelent shape. For the last two years we have paid $100.00 for the use of the Senior's Center. We hope we can come to some sort of long term arrangment as we look to hold our Pancake Breakfast for many more years to come. On behalf of Troop 748 of Carlsbad we thank you for the use of your facility and hope you can help us with our goals for the boys of Carlsbad now and in the future. Due to our non-profit ststus we would like to ask for Sincerely, Bill Lantz Troop Coordinator .- February 18, 1993 TO: SENIOR COMMISSION FROM: Senior Center Coordinator CITIZEN REQUEST/SWIOR CENTER OPEN ON WEZXENDS At the City Council meeting January 26, 1993, Mr. David Stookey appeared before the Council to suggest that the Senior Center be opened on weekends. Staff later advised Mr. Stookey to present the Senior Commission with his request. At the February 4, 1993 Senior Commission meeting, Mr. Stookey came before the Senior Commission to request that the Senior Center be open on weekends. This issue was brought forward during Wublic Comment", therefore, no Commission action could take place. Mr. Stookey has requested that the Senior Center be opened on Saturdays from 8:30 am - 4:30 pm and on Sundays from noon until 4:30 pm. His suggestion is that volunteers be responsible for %taffing" the Senior Center during weekend hours. The Senior Center is presently open Monday through Friday from 8 am - 5 pm and at other times as Special events are scheduled. If a special senior event is not scheduled after the regular hours of operation (Monday-Friday 8-5), the facility is available for rental. Staff contacted the Senior Centers of Oceanside, San Marcos and Vista to ascertain whether they were regularly open on weekends. Each Center is open Monday through Friday 8 am - 5 pm and only on weekends when a special event has been scheduled. All require that a paid staff person be present for the duration of all events. This is the first request that staff has received regarding the opening of the Senior Center on weekends. Staff contacted the Board of Directors of the Carlsbad Senior Citizens' Association to inquire if they had received any similar requests. The President of the Board, Thelma Duggan, indicated that Mr. Stookey's was the first . The Senior Center is becoming more and more popular for after-hour rentals. If the Center was open regularly on weekends, the ability to rent the facility would become more limited and the amount of revenue would significantly decrease. Staff cannot recommend that the volunteers be solely responsible for the opening/closing, and supervision of the Senior Center. To have a Facility staff person at the facility costs $7/hr. -2- Citizen Request/Senior Center Open on Weekends In light of current economic times, negative fiscal implications, and an anticipated lack of participation, staff recommends that the Senior Center hours of operation remain Monday through Friday 8 am - 5 pm and when scheduled for special after-hour events.
