Chairman Heard called the meeting to order at 1:15 pm.

Absent: Commissioner Zink.
Commissioners Heard, Chmiel, MacEnery and Whittaker.
PLEDGF OF ALLEGIANCE was led by Chairman Heard.

There were no requests to address the Commission at this time.
On motion by Commissioner Chmiel, the Minutes of the Regular Meeting of April 1, 1993,
were approved as presented.

On motion by Commissioner MacEnery, the Minutes of the Special Meeting of May 17,
1993, were approved as presented.
AYES: Heard, Chmiel, MacEnery and Whittaker.
ACWTANG OF DONATIONS:
Motion was made by Commissioner Chmiel to accept donations of $100 from Marilyn
Shaner in support of the Home Meals Program and $50 from Bernice Beck in memory of
Ella Manlowe.

Sue Spickard reported that at the April 22, 1993 Commission Workshop discussion was
focused around the need to develop a mission statement on the goal of fund raising for the
Senior Center. Ms. Spickard explained that they had reviewed Leo Carrillo trust fund
brochure and decided that was the type of information that could be used for the Senior
Center fund raising project. Sue Spickard explained that each Commissioner took on the
assignment of pulling together some information and items that they felt should be included
in this mission statement; however, due to illnesses and vacations, not all Commissioners
have have been able to provide their input. Therefore, Ms. Spickard has not developed a
draft document.
Commissioner Whittaker suggested that a meeting date to review the compiled information
not be set until the Commissioners receive a summary of the information Ms. Spickard will
be putting together.

Joan MacEnery gave the Suggestion Committee report: Suggestion to install more book
shelves in the Lounge. It was explained that there was not sufficient space for additional
shelves and that perhaps in future years the Center will have the space to be able to
expand the library area.
Suggestion was made to organize "couple" groupsfor socializing, dancing, trips, etc. It was
explained that the Senior Center already sponsors many of the activities mentioned of
which singles and couples are invited to participate.
Another suggestion was to have the Center sponsor more investment seminars. Ms.
MacEnery said that an investment seminar was held on April 22 and that the Senior Center
will continue to offer informative, helpful seminars.
Thirty suggestions were received indicating interest for a second monthly dance to be held.
Commissioner MacEnery explained that the Project Council sponsors the dance held the
third Thursday of each month and they have expressed their disinterest in sponsoring a
second monthly dance. Project Council elections will be held in July, at that time staff will
review the item of hosting a second monthly dance with the new members.
A request to have a Tai Chi Class. Ms. MacEnery explained that we had Tai Chi classes
in the past, but participation had dwindled and the instructor no longer was able to teach
the class. She advised that Oceanside Senior Center and Mira Costa College offered Tai
Chi classes. Ms. MacEnery mentioned an upcoming Body Movements and Creative Dance
Class being offered at our center beginning July 8 and explained that this class has been
compared to Tai Chi.

Commissioner Chmiel reported on the April 9,1993 meeting, giving the statistics that 3,212
noon meals were served in March, with an average donation of $1.38: Home meals
delivered 980, with an average donation of $2.39. The current balance on hand at the end
of March is $2,653.40. The Sunshine Committee sent one
get-well card. The dining room was decorated in an Easter motif. 95 seniors attended the
March dance.
The Project Council has approved increasing the suggested donation from $1.75 to $2.00
for noon meals served in the dining room: suggested donations for Home Delivered Meals
will increase from $3.50 to $3.75, and meals served with a sandwich from $4.50 to $4.75,
to be effective July 1,1993. Ms. Chmiel explained that the reason for the increase was that
Vista Nutrition was increasing the cost of the food.
Discussion to have a second monthly dance was tabled by Project Council, until after
election of new members to be held in June.
Commissioner Chmiel reported on the May 14,1993 meeting, giving the statistics for 3,064
noon meals served in April, with an average donation of $1 -38; Home meals delivered 902
delivered, with an average donation of $2.88. The current balance on hand at the end of
April is $2,714.77. The Sunshine Committee sent five get-well cards, and 1 sympathy card.
86 seniors attended the April dance.
Project Council discussed possible special plans: A BBQ on the patio for 4th of July
celebration, a best patriotic costume contest, a "bring a guest" contest with a gift for the
person bringing the most guests.
A $100 flower allowance was approved for flowers in the dining room.
SENIOR COORDINATOR'S REPORT:
Sue Spickard reported on special activities held at the Center: The "Spring Fling" fashion
show held on April 3rd was a huge success with over 100 people in attendance. It was,
therefore, decided to make it an annual event. On April 19 Dr. Sebastian, Chiropractor,
offered a presentation on "Aging Without Arthritis" which over 100 seniors attended. On
May 17 the "Swinging Rockerettes" dance troupe entertained to a standing-room only
crowd. On May 24 over 50 Seniors attended the Buena Vista Audubon Society
presentation on "Birds and Wildlife in our Local Lagoons." June 2 was the start of
Beginning and Intermediate Tap Dancing Classes with 18 seniors signed up for each class.
June 21 will start a monthly travel log called the "Magical, Mystical Tour" using the large
screen video projector. July 8 will begin the "Body Movements and Creative Dance"
classes. The Annual Ice Cream Social is scheduled for July 11 at Magee Park.

Ms. Spickard reported that the 25-passenger mini bus is being utilized more frequently for
other than bringing seniors to and from the center for lunch. Recently the mini bus was
used to take a group to Borrego to see the desert blooming; also took a group to Lawrence
Welk to enjoy a show and buffet lunch. A trip is scheduled for a Saturday to the San Diego
Museum of History.
Ms. Spickard reported that she was not successful in her presentation request from
C.D.B.G. hearings to obtain $40,000 toward the purchase of a replacement van. She said
that C.D.B.G had many requests. Ms. Spickard said that she has been notified by the City
that they will be replacing that vehicle and she is presently reviewing the specs for the new
van and the next step is to go to City Council for pemission to go out to bid.
Sue Spickard reported that Marolyn Hile has been permanently appointed as the full-time
Nutrition Site Manager, effective June 7.
Ms. Spickard reported that she has been busy working on budgets and budget revisions.
CHAIRPERSON'S REPORT:
Chairman Heard commented that he participated as a representative of the Senior
Commission on the C.D.B.G. review panel from which Sue Spickard had requested
$40,000. He said that they had only just $80,000 to give and 40 agencies making requests
for money. He added that there seemed to be more needy and pressing requests on the
facility use side, compared to the Senior Center's request. Chairman Heard stated that Ms.
Spickard did make an excellent presentation. He added that he was happy to hear the City
found a way to finance the replacement van.
