CALL TO ORDER:
Chairman Heard called the Meeting to order at 1:15 p.m.
ROLL CALL:
Present: Commissioners Heard, Chmiel and Whittaker.
Absent: Commissioner Zink.
Chairman Heard announced that Commissioner MacEnery has resigned from the Commission due to
family illness.
PLEDGE OF ALLEGIANCE was led by Chairman Heard.
MAllERS FROM THE PUBLIC:
Maurice Kimball, 1623 James Drive, thanked the Commission for the Proclamation honoring his wife,
Clarice, and him, on their 50th Wedding Anniversary October 26, 1993.
Commissioner Chmiel read the Proclamation for Clarice and Maurice Kimball.
Chairman Heard welcomed Parks & Recreation Director, David Bradstreet, to the Commission meeting.
APPROVAL OF MINUTES:
On motion by Commissioner Chmiel, the Minutes of the Regular Meeting held October 7, 1993, were
approved as presented.

FUNDRAISING BROCHURE:
Sue Spickard gave the staff report, calling attention to the sample of the fundraising brochure included
with the packet.
Commissioner Whittaker suggested that the beginning of the Senior Center might be included in the
brochure.
Ms. Spickard stated she will meet with the Graphic Artist and Parks & Recreation Department to come up
with photographs to include in the brochure, and she will bring the entire brochure back to the
Commission.

GERICO’S:
Sue Spickard reported that the GericoWKoKo’s golf tournament and dinner netted $1,282.00, and the
dinner tickets netted $2,903.00, with perhaps more to be turned in for the dinner tickets. The total is
$4,185.00, which is an increase over last year of $517.00.
Linwood Van, 2603 Avenida De Anita, addressed the Commission stating that he thought it would be
appropriate for the Commission to give plaques to Gerico’s and KoKo’s thanking them for their
contribution to the seniors in the community.
ACTION : On motion by Commissioner Whittaker, the Senior Commission gratefully
accepted the donations from Gerico’s and KoKo’s.

ACTION: On motion by Commissioner Whittaker, the Senior Commission requested staff
to pursue the purchase of two plaques to be given to Gerico’s and KoKo’s
acknowledging their generous support. (The plaques should be of light color to
aid in reading them from a distance.)

VOLUNTEER CELEBRATION:
Ms. Spickard said it appears that all arrangements have been made for the Volunteer Celebration on
Friday, November 12, 1993, at the Raintree Restaurant. There will be entertainment following the dinner
and then dancing with the Golden Tones volunteering their services, The menu will be turkey and/or beef
this year and the theme is ‘Volunteers are the Heart of the Senior Program’.
SENIOR CENTER ANNIVERSARY:
Ms. Spickard stated that this is the fourth year anniversary for the Center. Last year the Commission
discussed this at length and a subcommittee did not feel that a big party should be held each year. The
decision was made to hold big parties on the 5th, loth, etc., years. Last year there was a cake and this
was served in the hallway following lunch, with a large banner on display.
The consensus of the Commission was to have Ms. Spickard follow through on the same approach as
last year for the anniversary celebration.
COMMllTEE REPORTS:
Suaaestion Committee
Commissioner MacEnery’s report was read by Commissioner Whittaker, as follows:
Suggestion: Eliminate pork chops from the menu and they are too difficult to eat.
Answer: This suggestion has been passed on to the Menu Committee to inform Vista.

- Suggestion: Larger Pool Room.
Answer: It is hoped that some day there will be a larger room for the pool tables, with
more tables. Any repairs needed will be paid for by donations in the Senior
Citizen Trust Fund.

One will be scheduled as soon as possible.
No pork chops, and a request to serve decaf.
Answer: The pork chop complaints will be referred to the Menu Committee to advise Vista. As for decaf, the cost is higher than regular coffee and coffee is not required by
the grant that supports the nutrition program.
Nutrition Proiect Liaison
Commissioner Chmiel reported on the October Nutrition Project Council meeting, as follows:
During September, 3,793 'meals were served, with an average donation of $1.59. The total home meals
delivered in September, 997, with an average donation of $2.44.
Commissioner Chmiel stated the next District 5 Project Council meeting will be November 18, and will be
in Oceanside.
Vertical blinds were purchased and installed on windows and door/walls in the dining room & a cost of
$1,266.24, paid for from the Trust Fund through funds raised by the Nutrition Project Council. Health
education programs are required six times a year, and in order to show slides for these programs, it is
necessary to have the blinds to darken the dining room.
Special events included a Halloween Costume Dance on October 28th, with the first prize two tickets to
the Old Globe Theatre-a $59.00 value. All the prizes for costumes were donated. the September dance
was attended by 94 seniors, and an Octoberfest was held on October 20th. There was a discussion
about purchasing a popcorn machine, and for developing a Wish List'.
SENIOR COORDINATORS REPORT:
Sue Spickard reported that October was a very busy month at the Center. She reported on trips taken
and health screenings at the Center. The Octoberfest was very well attended, and music was provided
by the Golden Tones. There were several presentations throughout the month and the monthly dance
was well-attended. The Crafty Crafters held their annual sale during October, and netted $1,170.
Ms. Spickard said that late afternoon programs at the Center have been initiated, with County Western
Dancing at 3:30 p.m. The class is already full, with a waiting list. Other programs include a beginning
tap dancing class and possibly a bridge program.

The Volunteer Party will be held November 12, 1993, at the Raintree Restaurant, and Ms. Spickard listed
upcoming trips and the special Thanksgiving dinner on Wednesday, November 24. On Thanksgiving Day,
home meals will be delivered to homebound seniors.
CHAIRMAN’S REPORT:
Chairman Heard stated that he and his wife had sampled the food at Koko’s recently and was very
pleased with the menu and service, and he highly recommended the restaurant.
Chairman Heard said that the recent fires were devastating to many people, including seniors, and he
suggested that staff investigate the possibility of the Commission using some of the trust funds to make
a donation to the Red Cross or Salvation Army.
Ms. Spickard stated she would check on the legalii and put this item on the next Commission meeting
agenda.
