CALL TO ORDER:
Chairman Heard called the Meeting to order at 1% p.m.
ROLL CALL:
Present:
Absent: Commissioner Zink.
PLEDGE OF ALLEGIANCE was led by Chairman Heard.
MATIERS FROM THE PUBLIC:
Commissioners Heard, Chmiel and whittaker.
PRESENTATION OF PROCLAMATION:
Mayor Lewis read the Proclamation and presented it to Frank and Naomi Singer, in honor of their 50th
Wedding Anniversary. Mr. Singer thanked the Mayor and the Commission for the honor.
Mayor Lewis thanked the Senior Commission for their continued good work and stated the vacancy on
the Commission will be filled either December 7 or December 14. He said the City and the Council
appreciates the work of the Commission and especially staff, in representing the City and the Council.
APPROVAL OF MINUTES:
On motion by Commissioner Whittaker, the Minutes of the Regular Meeting held November 4,1993, were
approved as presented.

UTILIZATION OF TRUST FUNDS:
Sue Spickard gave the staff report, stating that the Commission cannot donate any funds to any other
charitable organization. She stated that all monies in the fund (Trust Fund) shall be used for the promotion, supervision and operation of the Senior Center.
THANK-YOU PLAQUE:
Sue Spickard stated she had been requested by the Commission to bring samples of plaques that could
be ordered to present to Gerico’s/KoKo Beach. She said that you can get most anything you want in any
shape or color, with anything you want on the plaque. She showed a sample of light wood and a sample
of a mirror plaque.

Ms. Spickard explained that the cost of the mirror plaque in a 5 x 7 size would cost approximately $60.
Commission discussion determined that the Commissioners favored the mirror plaque, and would like to
have two plaques; one for Gerico's and one for KoKo Beach. The plaques would contain wording similar
to: In appreciation for your many years of hard work and generous support toward the Carlsbad Senior Center. Consensus of the Commission was that if space was limited, to eliminate the words 'of hard work
and'. The Commission decided to have the Senior Center logo on the plaque and to add at the bottom
of the plaque: 'Carlsbad Senior Commission'.
ACTION: On motion by Chairman Heard, the Senior Commission directed staff to purchase
two mirror plaques, approximately 5 x 7, to be engraved as previously stated and
one to be for Gerico's and one for KoKo Beach. A cap of $75 for each plaque
was placed on the plaques.

VOLUNTEER CELEBRATION:
Sue SpickArd stated that all responses received on the Volunteer Celebration held November 12,1993,
have been favorable. She said the only negative comment was that people in the rear of the room had
trouble heating the magician. She said that staff was very pleased with the party and 146 people were
in attendance.
Ms. Spickard suggested that the Commissioners think of possible other events for honoring the volunteers for next year.
Chairman Heard commended Sue Spickard and staff for their efforts in making this event a success.
SENIOR CENTER FOURTH ANNIVERSARY:
Sue Spickard reported that the celebration for the fourth anniversary of the Senior Center is planned for
Wednesday, December 8, 1993. Guided tours will be given from 11:OO am. until 2:OO p.m., and Ms.
Spickard asked that the Commissioners be available to conduct those tours. The cake cutting is
scheduled for 12:30 p.m., to enable the seniors attending the luncheon and those present for afternoon
events to attend the cake cutting.
Ms. Spickard said that planning for the fifth year celebration will start after the first of the year, as that will
be a big celebration.
COMMImE REPORTS:
Suaaestion Committee
Commissioner Whittaker read the Suggestion Committee report, as follows:
Suggestion: Donations to Support Billiards.
Answer: As stated last month, the Senior Citizen Trust Fund is used to support Billiards
room activiiies at this time.

Three unsigned suggestions were received requesting that pork chops be removed from the menu.
Starting in January, they will no longer be on the menu.
Nutrition Proiect Liaison
Commissioner Chmiel reported that the Nutrition Project Council Meeting was canceled.
SENIOR COORDINATOR'S REPORT:
Sue Spickard reported that the Country Western Line Dancing is a very popular program and continues
to be full. She said staff was pleased that programs starting later in the afternoon are proving to be
popular. b
***The report was interrupted at this time by Yvonne Castner loudly walking in front of the Commission
to get a cup of coffee and return to her seat. Vice Chairman Whiiaker requested Ms. Spickard to wait
with her report.
Ms. Spickard continued her report:
There will be another session of the dancing offered in January.
Ms. Spickard reported that there was a financial seminar November 4, and approximately 30 people
attended. The mini-bus trip to San Dqo to visit historic homes and the museums was very well-attended. The mini-bus is being used on weekends for small day trips and is proving to be a boon to the programs.
Ms. Spickard stated there was a seminar on the fonns of indoor pollution and how to protect yourself.
This seminar was very well-attended and the seniors had many questions about pollution. The bake sale
last month netted over $400, and this money will be placed in the Trust Fund to be utilized by the Project
Council.
***The report was again interrupted by Mrs. Castner loudly exiting the auditorium. Vie Chairman
Whiaker requested Ms. Spickard wait with her report.
Ms. Spickard reported there are new blinds in the dining room. Over 200 meals were served on
Thanksgiving Day, and hopefully an equal number or more will be served on Christmas. The Christmas
Dinner will be on December 23.
**me report was again interrupted by Mrs. Castner loudly re-entering the meeting. Vi Chairman
Whittaker requested Ms. Spickard to wait with her report and he addressed Mrs. Castner, requesting that
if it was necessary for her to move about, that she please do so quietly, as he was attempting to listen
to the Coordinator's report.
Ms. Spickard continued reporting that events for December include an embossing technique class, the
Fourth Anniversary Celebration, a class on making Holiday wreaths and a seminar December 9 on beating
the Holiday blues. Ms. Spickard said a suggestion had been made to have a safety class, and there will
be presentation on selfdefense tips, followed by a presentation by the Sheriffs Department. There will
be a Holiday Musical Variety show on December 13th, and the new van will be delivered next week.

CHAIRMAN’S REPORT:
Chairman Heard had no further repbrt.
ITEMS FOR NEXT AGENDA:
Commissioner Whittaker suggested the January meeting be canceled, as there might not be a quorum.
Ms. Spickard stated she would let the Commissioners know whether or not the meeting would be
scheduled.
ADJOURNMENT:
By proper motion, the Regular Meeting of December 2, 1993, was adjourned at 1:44 p.m.
