PLEDGE OF ALLEGIANCE was led by Chairman Heard. Commissioners Heard, Chmiel, West and Zink. MATTERS FROM THE PUBLIC: There were no requests to address the Commission on a non-agenda item. APPROVAL OF MINUTES: On motion by Commissioner Chmiel, the Minutes of the Regular Meeting held February 3, 1994, were approved as presented. AYES: Heard, Chmiel, West and Zink BOY SCOUT TROOP 748 UTlUZATlON OF SENIOR CENTER. Sue Spickard gave the staff report, stating that Bill Lantz, Troop Coordinator, had requested a reduction in the fees for the use of the Senior Center for the 37th annual Boy Scout Pancake Breakfast. This is held on Easter Sunday Morning. The fees were reduced for the Troop last year, and the same request has been made by Mr. Lantz for two hours on April 2, and eight hours on April 3, 1994, with a total of $226 to be charged, with a $150 damage fee that is totally refundable. Bill Lantz stated this is the same request that was made last year, and the Commission reduced the fee at that time, He thanked the Commission for that reduction, and asked that the Troop be granted the same reduction in fees for this year. Mr. Lantz stated that approximately 1,500 breakfasts were served last year, with the parents and the Scouts working very hard to make their one fundraiser a success. Mr. Lantz stressed the fact that this is the only fundraiser the Scout Troop has each year. In reply to query by Chairman Heard as to the reduction sought, Mr. Lantz clarified that they are asking a reduction from the $606 fee to $226. March 3, 1994 SENIOR COMMISSION Page 2 BOY SCOUT TROOP 748 UllUZATION OF SENIOR CENTER (Continued) ACTION: On motion by Commissioner Zink, the Senior Commission authorized Boy Scout Troop 748 to utilize the dining room and kitchen for their annual Pancake Breakfast at a fee of $226.00. AYES: Heard, Chmiel, West and Zink FUNDRAISING BROCHURE: Sue Spickard reported that she has talked with Mike Correnti, the Graphic Artist from the Library, and he hopes to have the final layout ready for review at the next Commission meeting. She said Mr. Correnti apologized for the delay, but there were other priorities that had to be finished before this brochure could be done. Mr. Correnti told Ms. Spickard that the information about the Senior Center Trust Fund and other information about the Center will be included in the Parks and Recreation Brochure this spring. COMMllTEE REPORTS: Suaqestion Committee Sue Spickard stated there was no meeting of the Suggestion Committee this month. Nutrition Proiect Liaison Commissioner Chmiel reported the congregate meals served in January were 3,027, with the average donation $1.59; total home meals delivered in January, 843, with the average donation $2.57. The current balance on hand from Project Council activities is $1,868.33. These funds are raised from dances, craft and bake sales, etc. Commissioner Chmiel listed the special events held in January and stated there will be an Easter Hat Parade on March 31st, with three prizes to be awarded: most beautiful, most original and funniest. Chairman Heard inquired whether the dining room is being used to capaclty for the Nutrition Program, and Ms. Spickard stated that since the first of the year, there has been a dramatic increase in attendance, with additional tables being added on some days. SENIOR COORDINATOR'S REPORT: Sue Spickard reported that all the trips continue to be very popular, with all three that were planned for February being sold out. Ms. Spickard stated that March will be a very busy month at the Center, with presentations and trips planned. There will be a St. Patrick's Day dance on March 17, with a second Spring Fashion Show on March 19. There is a local college student who wants to do her intern here at the Center. Ms. Spickard has been working with her and proposed that she consider planning some evening seminars on care for the elderly. . The proposal is being worked on at this time, and Ms. Spickard stated she is very excited about the prospect of having this type of program. March 3, 1994 SENIOR COMMISSION Page 3 SENIOR COORDINATORS REPORT: (Continued) Ms. Spickard continued, stating that there will be a meeting of the Billiards Committee on March 10, at 1O:OO a.m. The AAA (Area Agency on Aging) notified Ms. Spickard recently that there was available money, one-time only, and the request had to be submitted by that afternoon. She asked for funds to repair the mini bus and that was turned down. Ms. Spickard then requested funds for permanent dinnerware for the dining room. She said staff has been concerned about the use of Styrofoam, not only because of the environment-but due to the high cost also. The AAA honored that request, and the Center will have $2,400 to purchase permanent dinnerware for the Nutrition Program. Ms. Spickard stated it is budget time for the AAA and the City. The AAA budget remains the same, with a small increase in the Home Meals Program, because the Center is serving at capacity. Ms. Spickard has scheduled a meeting with the Director of the AAA, as she has concerns about the funding requirements. He has said that they cannot increase transportation allocations, as it is a Federal regulation. She plans to talk with them to try to get transportation costs included in the items that can be supported by the congregate nutrition meals funds. The amount allowed by them at the present time is $6,975.00, and this does not even cover the cost of liability insurance. Ms. Spickard stated that she feels strongly that this is unfair and is going to try to find where to start talking with people to get this changed. She thinks that it is a State requirement, but will start with the County people to try to find what can be done. After the meals are paid for, there is always money left over, and Ms. Spickard feels that money should be spent on transportation. As to the City budget, Ms. Spickard reported that the Center is to cut 1.5 percent off of the present budget. This will not disrupt any of the services provided by the Center, which is the Center’s goal as well as the City’s goal. Ms. Spickard stated she was pleased to announce that on Tuesday, March 1, 1994, David Martinez was announced as the 1993 Carlsbad Citizen of the Year. Chairman Heard inquired whether Ms. Spickard had a realistic figure on the transportation costs at this time, and she said that it is a minimum of $30,000. Chairman Heard commented that this is five times as much as they are now making available. Ms. Spickard stated that the 25-passenger mini bus is the one that is in need of repairs. She explained that during one of the recent rainstorms, the bus went through a deep puddle at the Oak Street parking lot, and in trying to re-start the bus, the water was sucked up into the engine. She said that about $2,000 in repairs in needed. Commissioner Zink asked whether the Code number of any Federal regulation had been given, and Ms. Spickard said she is going to ask to see any such regulation. March 3, 1994 SENIOR COMMISSION Page 4 CHAIRMAN’S REPORT: Chairman Heard reported that the item to review the guidelines and procedures was not on today’s agenda as he wants more information from Commissioners Zink and Whittaker, as to what specific items they wish to discuss. ADJOURNMENT: By proper motion, the Regular Meeting of March 3, 1994, was adjourned at 1 :43 p.m. Reqpectfully submitted, 7 Minutes Clerk Attachment la February 18, 1994 TO : SENIOR COMMISSION FROM: Senior Center Coordinator SCOUT TROOP REQUEST FOR REDUCTION IN ROOM RENTAL FEES Scout Troop 748 has utilized the Senior Center for a fundraising Easter Sunday Pancake Breakfast since 1991. Last year due to the increase in Facility Rental Fees adopted by the City Council in November 1991, representatives from Scout Troop 748 appeared before the Senior Commission requesting that some of the rental fees waived. Their request was granted and they were charged $226 plus the $150 damage deposit which was refunded to them in full. The Troop is requesting to utilize the Senior Center kitchen and diningroom for 2 hours on April 2, and for 8 hours on April 3, 1994. The Troop requests that the Senior Commission once again authorize a reduction in fees for utilization of the Center (attachment 1). Based on the current facility fees the full charges for their use would be as follows: DININGROOM $30/hr X 10hrs. = $300 $40 non refundable use fee = 40 KITCHEN $15/hr X 8hrs. = 120 $20 non refundable use fee = 20 OTHER COSTS $7/hr X 2 staff X 8 hrs. = 112 $7/hr staff fee X 2 hrs. - 14 Damage deposit (refundable) = 150 - Subtotal = $756 minus damage deposit = -150 TOTAL COSTS $606 Since the opening in 1989 the Senior Center has become increasingly more popular for after hours rental. With this in mind, and considering there are many nonprofit organizations in the community, staff requests that the Senior Commission review this request and make recommendations regarding the fees to be charged to Boy Scout Troop 748. Staff recommends that as a minimum the Troop be charged the old rate (based on the previous rental fees) for utilization of the diningroom, and the staff fee. $lO/hr for rental of the diningroom = $100 $7/hr staff fee X 2 hrs. = 14 $150 damage deposit (refundable) = 150 $7/hr staff fee X 2 staff X 8 hrs. = 112 Subtotal minus damage deposit = 376 = -150 TOTAL COST =$ 226 I would be happy to answer any questions the Commission might have concerning the reduction of fees. %fL SUE SCHULTZ SPICKARD Attachment 1 b Sue Spickard 799 Pine Ave Carlsbad, Ca. 92008 BSA TROOP 748 CARLSBAD, CA 92008 619-729-5849 113 1/94 Dear Sue, This letter is to request a reduction in this years fee's for the use of the Senior Citizens Center Dinning room and Kitchen facilities for the 37th annual Boy Scout Pancake Breakfast. Carlsbad Boy Scout Troop 748, chartered by the Union Church of Carlsbad has held it's Easter Sunday Pancake Breakfast for 36 years. We hold this once a year fhd raiser to enable our scouts to pay for summer camp, buy additional equipment to support the boys who cannot afford their own equipment and to keep the troop running. Troop 748 is a nonprofit organization with completely volunteer leadership. All monies raised by this annual event are through the sale of tickets by the boys. We as a troop are able to return 100% of the monies to the boys due to the generous support of the community. All supplies for the breakfast are donated by the merchants of North county businesses to help support the youth of North County. Due to our nonprofit status we would like to ask for a fee reduction fiom the current use fee's. This will be our 4th year to use your facility and we have always left the facility in excellent shape. For the first two years we paid $100.00 for the use of your facility and last year we paid $226.00. We ask for this reduction so as to help us support the youth of North County to guide them towards a fulfilling life.
