HomeMy WebLinkAbout1994-07-07; Senior Commission; MinutesMINUTES MEETING OF: SENIOR COMMISSION DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: July 7, 1994 (Regular Meeting) 1 :15 p.m. CARLSBAD SENIOR CENTER CALL TO ORDER: Chairman Heard called the Meeting to order at 1:15 p.m. ROLL CALL: Present: Commissioners Heard, Chmiel, West, Whittaker and Zink. Absent: Nons. PLEDGE OF ALLEGIANCE was led by Chairman Heard. MAlTERS FROM THE PUBLIC: There were no requests to address the Commission on a non-agenda item. APPROVAL OF MINUTES: On motion by Commissioner Chmiel, the Minutes of the Regular Meeting held June 2, 1994, were approved as presented. AYES: Heard, Chmiel, West and Whittaker ABSTAIN: Zink ACCEPTANCE OF DONATION: ACTION: On motion by Commissioner Zink, the Senior Commission recommended acceptance of a $650.00 donation from the Carlsbad Senior Citizens’ Association. AYES: Heard, Chmiel, West, Whittaker and Zink FUNDRAISING BROCHURE: Sue Spickard stated the rough draft given to the Commissioners is for their study and recommendation. There can be different colors of paper and ink, with the glossy paper only in white. Commissioner Chmiel suggested using the glossy paper. Ms. Spickard stated the glossy paper is slightly more expensive, but the printing on that white paper can be any color the Commission chooses. Commissioner Zink recommended that the Commissioners give some thought to what colors they would like for the brochure and discuss this further at the workshop. July 7, 1994 SENIOR COMMISSION Page 2 FUNDRAISING BROCHURE: (Continued) Chairman Heard stated he would like to have samples of different colors of ink and paper to compare at the workshop. 5TH ANNIVERSARY Sue Spickard reported that this item was placed on the agenda to allow the Commissioners to start thinking about what they desire for the 5th anniversary of the Center in December. Commissioner Zink volunteered to act as Chairperson of a committee to start planning for the anniversary celebration. WORKSHOP: Sue Spickard stated that the workshop on July 11, 1994, at 1:30 p.m., will be a continuation of this meeting. Topics for the agenda will include the fundraising brochure and conduct of meetings. She distributed copies of the ABC’s of Parliamentary Procedure and How to Have Successful Meetings. Ms. Spickard stated that perhaps the Commission would like to have a reference manual and/or handbook for this Commission that would speak to the City ordinance and how the Brown Act and other guidelines affect this Commission’s meetings. Also, the Commission may want to establish a calendar of events for those events that occur each year. The City has a booklet on Boards and Commissions, and if this Commission desires to have one for their own reference and for orientation for new members, that could be decided at the workshop. Ms. Spickard continued, stating that volunteerism should be discussed at the workshop and the volunteer recognition, with a guide as to just who should be included in the recognition. Commuriity Services Director, David Bradstreet, arrived at the meeting and was introduced to the audience. COMMllTEE REPORTS: Suqqestion Committee Commissioner Zink gave the report, with the following suggestions being presented: Suggestion: Trip to Venice, Ca Answer: This will be studied with regard to cost and attractions. Suggestion: Pool Room Doors Open - There should be a notice that the doors should be closed when the air conditioning is on. Answer: This suggestion will be investigated to find whether the air conditioning can be adjusted. Suggestion: Reschedule Voting Times for Association Board of Directors. Answer: This suggestion will be forwarded to the Board of Directors of the Carlsbad Senior Citizens’ Association. July 7, 1994 SENIOR COMMISSION Page 3 SUGGESTION COMMITTEE: Continued) Suggestion: Answer: Speakers on the Patio - recommend speaker on the dining room patio. Staff is currently exploring the possibility of installing PA speakers on the patio. Suggestion: Piano Needs Tuning. Answer: The piano in the dance studio does not hold its tuning. Staff will ask the piano tuner to evaluate this piano's condition. Suggestion: Pitchers are not holding Ice Back - ice cubes fall out onto the diners during the noon meal. Answer: This suggestion will be forwarded to the Nutrition Project Council. Nutrition Proiect Liaison Commissioner Chmiel reported on the congregate meals served in May, with 3,006 served with an average donation of $1.58; total home meals delivered in May, 843, with an average donation of $2.46. The current balance of funds raised through Project Council activities is $1,921.45 These funds are raised from dances, craft and bake sales, etc. Commissioner Chmiel listed the special events held in May and those planned for July. SENIOR COORDINATOR'S REPORT: Sue Spickard reported that one half of the dishes that were ordered have arrived. She stated that June was a slow month at the Center. People are traveling or grandchildren are out of school, with grandparents 'baby-sitting'. The other Centers in the area have noticed the same decline in participation. The amateur contest has been re-scheduled for September 19. Ms. Spickard stated the trip to Long Beach and the Harbor Cruise were filled and enjoyed by all. She stated that she has met with the facilities staff and the problem with the tile in the auditorium is due to moisture in the floor. The damaged tiles will be removed and replaced, as there are extra tiles on-site. Staff considered changing the entire floor, but due to the budget limits, this will have to be postponed at this time. Ms. Spickard stated the pool tables have been recovered, but the kit for the cues was not purchased, as that was not recommended by Olhausen. The ice cream social will be held on Sunday, July 17, 1:30 p.m., at Magee Park. Thrifty Drug generously donated all of the ice cream for the social, and it is sold at 25 cents per scoop. Ms. Spickard listed the activities planned for the balance of July and stated this is a new fiscal year. Last year the Center served 34,859 noon meals: 10,885 home meals and furnished 656 rides to seniors. The figures have gone up each year, and staff is very proud of those figures. Ms. Spickard explained Mr. Bradstreet's new title is Director of Community Services, and stated that the Department now includes everything that was previously under Parks and Recreation; as well as the Maintenance Department. July 7, 1994 SENIOR COMMISSION Page 4 Commissioner Whittaker questioned whether the problem with the moisture in the floor could be the fault of the contractor, and Ms. Spickard answered that she had suggested that, and was told it is beyond the guarantee. CHAIRMAN’S REPORT: Chairman Heard stated that the Commissioners had been given some material to peruse before the workshop and he hoped each Commissioner would study the material in advance of the workshop. ITEMS FOR NEXT AGENDA: Chairman Heard stated this will be part of the workshop. ADJOURNMENT: By proper motion, the Regular Meeting of July 7, 1994, was adjourned at 1:48 p.m., to the workshop to be held Monday, July 11, 1994,1:30 p.m., in Heritage Hall, Magee Park. Minutes Clerk
