January 5,1995 (Regular Meeting) TIME OF ME€IlNG 1:15 p.m. PLACE OF MER1NG: CARLSBAD SENIOR CENTER CALL TO ORDER: Vice Chairman Whittaker called the Meeting to order at 1:15 p.m. ROLL CALL Present: Absent: Commissioner Heard. PLEDGE OF ALLEGIANCE was led by Vice Chairman Whittaker. Commissioners Whittaker, Chmiel, West and Zink. MATERS FROM THE PUBLIC There were no requests to address the Commission on a non-agenda item. APPROVAL OF MINUTES: On motion by Commissioner Chmiel, the Minutes of the Regular Meeting held November 3, 1994, were approved as amended. AYES: Whittaker, Chmiel, West and Zink CONSENT CALENDAR: Senior Coordinator’s Report Commissioner Chmiel requested that the Senior Coordinator’s Report be given orally by Ms. Spickard. Sue Spickard reported that the Crafti-Crafters held their annual Craft and White Elephant Sale November 4, and raised $1,225 for the Senior Center. These funds are deposited into the Trust Fund and used to support activities at the Center. She added that these ladies deserve a huge “THANK YOU“, as a great deal of effort, talent and time goes into this annual event. . January 5, 1995 SENIOR COMMISSION Page 2 Senior Coordinator’s Report: (Continued) Ms. Spickard stated that the trips in November were all filled to capacity; however, staff has decided to no longer schedule trips during the month of December. December trips are usually canceled due to a lack of participation. The Volunteer Recognition party held November 18 at the Raintree Restaurant was an overwhelming success. The Thanksgiving Dinner was served to 230 seniors on November 23, and on Thanksgiving Day, 37 turkey dinners were delivered to homebound Carlsbad seniors. Bouquets of flowers and placemats were also given to those seniors and those delivering the dinners made time to visit with the homebound seniors. Ms. Spickard stated that this was a very satisfying experience for those delivering the meals. Ms. Spickard reported on the 5th Anniversary celebration held December 8 at the Center, and said the Anniversary Planning Committee, consisting of Claire and Paul Dufner, Rita Stasio and Commissioner Zink did a terrific job planning the event. She thanked the Commission for the plaque that was presented to her. The ‘Project Council held their bake and white elephant sale on December 14, and it was very successful. Santa Claus was present for photographs on December 12, and helped deliver home meals. A New Year’s Dance was held December 29. Ms. Spickard reported on new classes to begin in January and trips planned during the month. She stated that the new dinnerware was being used, but the volunteer who was doing the dishes got a permanent job and left. At this time, the Styrofoam dinneware is being used and staff is trying to find funding for hiring a dishwasher. She said that volunteers are needed for the dining room, kitchen and Home Meals program. Ms. Spickard stated that the pediment from the first school in Carlsbad has been installed over the east entrance to this building, and a plaque was also installed, as recommended by this Commission. There will be a dedication ceremony some time in January. Vice Chairman Whittaker introduced Council Member Ann Kulchin. Mrs. Kulchin thanked the Commissioners for all the work they do for the City. Reception Area Vice Chairman Whittaker called attention to the drawing of the reception area remodel distributed to the Commissioners. Ms. Spickard described the proposed remodel for the reception area, stating that it must be constructed according to fire code regulations. She said the people in that area have suffered for years because of the noise in the hallway and the fact that the area is very cold. Also, the space under the counter will be enlarged to give the people sitting there room to move without crashing into each other. The area will be completely enclosed, from the floor up to the ceiling, and it will be constructed to blend with the rest of the area. This will also control access to the office and provide security at night. Ms. Spickard stated that the Carlsbad Senior Citizens Association has offered $15,000 to pay for this remodel, and it is estimated that the cost will probably be around $10,000, Vice Chairman Whittaker expressed concern with there being only one exit for staff in case of an emergency. Commissioner Chmiel stated that the Seniors Association should be thanked for their generous donation. Vice Chairman Whittaker requested staff to write a letter of thanks to them. January 5, 1995 SENIOR COMMISSION Page 3 Acceptance of Donations Sue Spickard requested the Commission to approve the donation of $4,423 from Gerico's. ACTION: On motion by Commissioner Zink, the Senior Commission accepted the donation of $4,423 from Gerico's. AYES: Whittaker, Chmiel, West and Zink Ms. Spickard stated that she is not requesting approval of the $15,000 donation at this time. However, the Carlsbad Senior Citizens Association did donate $1,500 as half of the cost for the annual Volunteer Celebration. ACTION: On motion by Commissioner Chmiel, the Senior Commission accepted the donation of $1,500 from the Senior Citizens Association for the Volunteer Dinner. AYES Whittaker, Chmiel, West and Zink Volunteer Celebration Commissioner Chmiel gave a report on the Volunteer Celebration held November 18,1994, at the Raintree Restaurant, stating that 137 people attended, and a good time was had by all. Ms. Spickard stated that she has had discussions with La Costa with regard to their sponsoring this affair next year and holding it at the La Costa Resort. They have previously given money to the seniors from the Tournament of Champions. However, since they do not give this money any more, Ms. Spickard stated that perhaps they will agree to sponsor this celebration. Commissioner Zink stated that she feels that guidelines need to be established to determine who qualifies as a volunteer. Ms. Spickard said this has been discussed and guidelines are needed to determine who is a volunteer and who should be invited to this celebration. Commissioner Zink suggested that this topic be discussed at a workshop. ACTION: On motion by Commissioner Zink, the Senior Commission agreed to hold a workshop, with one of the topics to be discussed that of setting guidelines for determining what constitutes a volunteer at the Senior Center. AYES: Whittaker, Chmiel, West and Zink Fifth Anniversary Vice Chairman Whittaker stated he felt the anniversary celebration went very well and the slide show was well done. He said that Commissioner Zink should be commended for the work she did for this celebration. Elections The election of a Chairman and Vice-chairman was postponed until a full Commission is present. January 5, 1995 SENIOR COMMISSION Page 4 Scribe Armointment ACTION: On motion by Vice Chairman Whittaker, Commissioner Zink will be the Scribe for the year 1995. - AYES: Whittaker, Chmiel, West and Zink COMMITEE REPORTS: Suaaestion Committee Suggestion: Separate the lunch sign in area from the check-in area to avoid a bottleneck - Lefty Anear Answer: For most of the time, there does not appear to be a bottleneck at the reservation desk. There is not enough room to separate the two areas, and the amount of confusion that would cause would not make this feasible. Suggestion: Serve coffee at monthly dances along with the punch - David Lu Answer: The serving of coffee as well as punch at the monthly dances was initiated in November. Suggestion: Many accidents in parking lot; stripe the spaces diagonally - Alonzo Cowling Answer: This will be investigated; however, this would be costly, and the City is not financing any 'desirables' at this time; only 'must' items. Ms. Spickard added that she spoke to the Engineering and Traffic Division, and the reason the parking lot was striped as it is, was that for a building this size, a certain number of parking spaces is required. If the lot were striped diagonally, quite a few spaces would be lost. Nutrition Proiect Liaison Commissioner Chmiel reported on the congregate meals served in October and November, with 2,673 in October and 2,643 in November: with an average donation of $1.54 in October and $1 57 in November. Home meals in October totaled 1,015 and November 1,023, with an average donation of $2.36 and $2,55. The current balance of funds raised through Project Council activities was $2,029.51 in October and $1,912.13 in November. These funds are raised from dances, craft and bake sales, etc. Commissioner Chmiel listed the special events held in October and November, and the business conducted at the meetings. This year they raised $1,225 for the Senior Center. These funds are deposited into the Trust and utilized to support activities at the Center. The ladies of the Crafti-Crafters deserve a huge THANK YOU. A great deal of effort, talent and time goes into this annual event. Rita Stasio, the Crafters’ Leader, puts in endless hours before, during and after the sale. Our heartfelt appreciation is sent the Crafters way! Trips in November to the L.A. Garment District, and to the Mingei International Museum were filled to capacity and all reports are that they were both complete successes. Staff has decided to no longer schedule trips in the month of December. December trips have historically been canceled due to lack of participation. From all reports, the Volunteer Recognition held November 18 at the Raintree was an overwhelming success. Everyone appeared to enjoy - the food and the entertainment. We served 230 seniors for our Thanksgiving Dinner on November 23. Staff and volunteers delivered 37 Hot Turkey Dinners to homebound Carlsbad Seniors on Thanksgiving day. December 8 marked the 5th Anniversary of the Senior Center. Many people were in attendance to help celebrate. Teri House worked tirelessly and put together an outstanding slide show outlining the progress of the Carlsbad Senior Program. There were 174 guests for lunch including but not limited to the Mayor, Councilmember Nygaard, David Bradstreet, and Susan Harding from the State Commission on Aging. The Anniversary Planning Committee (Claire and Paul Dufner, Rita Stasio, Commissioner Myra Zink) did a terrific job with planning the event. Two craft classes were held during December. Both were welcomed by eager participants. Staff encourages people who have a particular talent to come forward and teach their particular skill to others. The Project Council held their very successful bake goods and white elephant sale on December 14. This tremendous effort was made possible through the efforts of the Project Council lead by Ruth Shuhart . Santa Claus was on hand for photos on December 12. Santa delivered home meals and a yarn angel made by the Crafti-Crafters to Carlsbad Seniors during the week before the Christmas Holiday. New Years Dance will be held Thursday December 29. For all of you avid readers, a Book Review group has been formed and will meet the 2nd Friday of each month from 9 - 10:30 am in the Dance Studio. Other new classes to begin in January include Copperplate Calligraphy, and Chair Dancing. The trip to the Ronald Reagan museum scheduled for January 12 is filling up fast. Seating is limited, sign up early. We are using our permanent dinnerware. We currently have a temporary volunteer doing the dishes. It is hoped that we will soon have a permanent volunteer crew willing to take on this project. We are still in need of volunteers for the diningroom, kitchen and Home Meals. The center is not only beautiful but warm and inviting. I can see why you can't wait for the School Board to move elsewhere - you could easily use whatever extra - space you could get!! It was abundantly clear how much you mean to your constituents and it's obvious that the feeling is mutual. Do you thank your lucky stars every day for a career that is SO rewarding and enjoyable at the same time? Please convey my thanks to everyone - especially to my tour guide. They all made me feel a welcomed part of the festivities. I'd love to be included again. It was voted unanimously to donate up to, but not more than, $1 5,000 to the Carlsbad Senior Center for the construction of an enclosure for the reception area, and that a plaque be affixed to the above enclosure indicating credit to the Carlsbad Senior Citizens’ Association.
