MEETING OF: SENIOR COMMISSION (Regular Meeting)
DATE OF MEETING: November 7, 1996
TIME OF MEETING: 1:15 p.m.
PLACE OF MEETING: Carlsbad Senior Center
CALL TO ORDER:
Chairperson Whittaker called the Meeting to order at 1:17 p.m
ROLL CALL:
Present: Commissioners Whittaker, Chmiel, Serrin, West and Zink.
Absent: None.
PLEDGE OF ALLEGIANCE was led by Chairperson Whittaker.
MATTERS FROM THE PUBLIC:
There were no requests to address the Commission..
APPROVAL OF MINUTES:
On motion by Commissioner Zink, the Minutes of the Regular Meeting held
September 5, 1996, were unanimously approved as presented. There were no
Minutes for October, as the meeting was canceled.
CONSENT CALENDAR:
ACTION: On motion by Commissioner Serrin, the Commission
unanimously affirmed the action of the Consent Calendar,
as follows:
SENIOR COORDINATOR’S REPORT.
The Commission accepted and filed the Coordinator’s Report.

Sue Spickard introduced Marsha Lipton, the provisionally appointed Nutrition Site
Manager.
VOLUNTEER IN SCHOOLS
Commissioner Serrin gave an update on the volunteer in schools program, stating
the pilot program is in place with nine volunteers; five in a high school, two in
junior high and two in a grade school. He said that recruiting will continue based
on the findings of the pilot program.
Chairperson Whittaker requested Ms. Spickard to review the recruiting process, and
she gave a brief report. She asked Commissioner Serrin what age they were using
for defining “senior” and he replied 55.
VOLUNTEER RECOGNITION.
Sue Spickard stated gave a report on the plans for the volunteer party to be held at
the Raintree Restaurant on November 22, 1996. She said that the decision had been
made to not have the band play for dancing following the dinner. She said that it is
too much work for the band to set up for the few people that stay to dance.
Ms. Spickard stated the gifts have been purchased and the party should be fun!
Chairperson Whittaker welcomed Community Services Director David Bradstreet to
the meeting.
LUNCH PROGRAM.
Chairperson Whittaker stated he had heard complaints from people who have come
to eat lunch and did not feel they were made to feel welcome. He suggested that
once a month a program be instituted to mix the tables and people so that the
regulars could have an opportunity to meet new friends and new people would not
feel that they were not welcome.
Commissioner Serrin stated he was in favor of that suggestion and felt it was
necessary. Commissioner Chmiel stated she felt the program was working well just
as it is, and that this type of program would create chaos. Commissioner Zink
stated she does not attend the luncheon program very often and does not feel she
could comment.

Chairperson Whittaker stated he does not attend the luncheon either, but partly
because when he has attended, he was made to feel that he was intruding on the
people at the tables where they were “saving seats” for friends.
Commissioner Chmiel stated that it is permissible to save seats for two people, as
long as you are holding tickets for those seats.
Sue Spickard stated that the Nutrition Council has authority over the operation of
the luncheon program and they are elected by the people in the dining room. She
said she has also heard the complaints and that it is not a unique situation with this
Center. She said that with a hostess in the dining room and some ideas from the
Nutrition Manager, perhaps the situation will improve. Ms. Spickard recommended
that the proposal by Chairperson Whittaker be taken to the Nutrition Council for
their input before any changes are made.
Commissioner Zink suggested that perhaps the Nutrition Manager should stand near
the door and talk with the people in the dining room and those coming in to eat to
make certain they feel welcome.
Commissioner Serrin stated that he felt that one day a month was not an
unreasonable request to try to get the people to meet new friends.
Commissioner West felt this would be a nice change, as there are too many “clicks”
in the dining room.
This item will be placed on next month’s agenda.
COMMITTEE REPORTS:

Commissioner Zink gave the report,. as follows
Suggestion: Why doesn’t the lounge have decaf coffee?
Answer: Decaf is provided in the dining room through the generosity of
the Carlsbad Senior Citizens Association. This is the first
request for decaf in the lounge, and if more requests are received
and the budget will allow, this will be considered.

This suggestion will be given to the programming staff.
Utilize Senior Center bus to bring people to exercise in the
morning.
Due to budget limitations and the need for drivers to pick up the
food in Vista, it is not possible to bring people to morning
activities. Perhaps someone living near you would give you a
ride.
Coupons sorted into boxes would be useful for those who do not
take a paper.
When the Center was on Harding Street there was a coupon
exchange box, but no one took responsibility for it and the
coupons were mostly expired. If you would be interested in
taking the responsibility for maintaining the box, others would
work with you.
I was told I could pay for lunch by the week. Perhaps a better
way would be a punch card system - pay $25 for a card.
You can donate for the lunch meal in any manner. However, it
is by law a donation system and to be anonymous. Regulations
would not allow us to “sell” a card for so many lunches at a set
value.
We really enjoyed the musical. Why don’t we have another
amateur contest?
We have scheduled two Amateur Contests since the first one, but
unfortunately, only one person signed up to participate. If
enough people were interested in competing, we would be happy
to schedule another.
Nutrition Proiect Liaison
Commissioner Chmiel gave the reports for September and October, as follows:

Total congregate meals served in August, 2,9 19; September 2,661; total average
donation in August $1.71 and September $1.91. The total home meals delivered in
August 1,067, with $2.42 donation average, and for September 927, with the
donation $2.24. The balance of funds as of June was $4,132.67, and these funds are
raised from dances, white elephant sales and bake sales. Commissioner Chmiel
reported on special events and activities of the Nutrition Council.
