ANNOUNCEMENTS None. APPROVAL OF MINUTES ACTION: On motion by Vice Chairperson O'Connell, the Minutes of the Regular Meeting held on January 4, 2005 were approved. AB #0305-1 SUMMARY REPORT Commission received, accepted and approved Summary Report of the January 4, 2005 Senior Commission Meeting. 2. AB #0305-2 RECEIPT OF DONATION To receive a donation to the Senior Center Trust Fund from Dorothy Hitchcock. Senior Commission March 1,2005 Page 2 3. AB #0305-3 PRESENTATION The Commission received a presentation from Mr. Frank Watanabe, Deputy Public Works Director and Ms. Cynthia Watson, Project Manager from the City Of Oceanside, to propose a Regional Senior Demonstration Shuttle Service. Mr. Wantanabe is seeking the support of the Commission to approve the proposed Regional Senior Demonstration Shuttle Service and create a Memorandum of Understanding (MOU) to establish the Regional Senior Demonstration Shuttle. Watanabe is asking the City of Vista and Carlsbad to be a part of the pilot project. Jack Feller, City Council Member from Oceanside attended the meeting in support of the proposed regional shuttle service. Two Oceanside Senior Commissioners were also present. Councilman Feller also stated that the majority of Carlsbad City Council members were aware of the proposed project and supported it. Commissioner Surridge asked staff to investigate and research the proposed project and report their findings to the Commission. COMMITTEE/COUNCIL REPORTS Lori Swenck, Recreation Area Manager said the Volunteer Recognition dinner was a great success. "**-•" On motion by Commissioner Savary requesting a thank you letter be sent to Lois Williams and Kris Westland to thank them for the past five years helping organize the Volunteer Recognition Dinner and entertainment. The annual Boy Scout Pancake Breakfast will be held at the Senior Center on Easter Sunday, March 27, 2005. Pine Avenue Park Groundbreaking Ceremony will be on Thursday, March 17, 2005 from 11:00 a.m. until 1:00 p.m. at 3205 Harding Street. A bus tour to take Commissioners to see the new developments i.e., Parks, Golf Course, and new roads throughout the city is being planned for the near future. AB #0105-1 SUMMARY REPORT - The Commission approved the Summary Report of the December 7, 2004 Senior Commission meeting. 2. AB #0105-2 RECEIPT OF DONATON - The Friday Bridge Group led by volunteer Ron Wright, donated $400.00 to benefit Senior Center programs and activities. 3. AB #0105-3 RECEIPT OF DONATION - The 18th Annual KoKo Beach Golf Tournament to benefit the Carlsbad Senior Center collected a total donation of $1,920.00 to support Senior Center programs and activities. DEPARTMENT REPORTS Lori Swenck, Recreation Area Manager advised the Commission of the forthcoming Volunteer Recognition Dinner to be held at the Olympic Resort in Carlsbad. The date is set for Friday, February 25, 2005. Swenck said a bid for completion of the patio should arrive the first week in January. Tyler Court Senior Housing, will be tented for termites for 3 days next week. The Senior Center transportation crew will pickup at the various hotels in Carlsbad where tenants will be staying. A bus tour to take Commissioners to see the new developments i.e., Parks, Golf Course, and new roads throughout the city is being planned for March if possible. LORI E. EMORANDU City of Oceanside Public Works Department-Transportation Division DATE: February 7, 2005 TO: Honorable Chairman and Senior Commission FROM: Frank Watanabe, Deputy Public Works Director Cynthia Watson, Project Manager SUBJECT: RECOMMENDATION TO ACCEPT THE REGIONAL SENIOR DEMONSTRATION SHUTTLE SERVICE AND CREATE A MEMORANDUM OF UNDERSTANDING (MOU) TO ESTABLISH THE SENIOR REGIONAL DEMONSTRATION SHUTTLE SYNOPSIS Staff recommends that the Senior Commission approve the proposed Regional Senior Demonstration Shuttle Service and create a Memorandum of Understanding (MOU) to establish the Regional Senior Demonstration Shuttle Program. BACKGROUND The Senior Commission of the City of Oceanside recognized that transportation services for seniors continue to be a primary unmet need for not only the City of Oceanside residents but for regional seniors over the age of 55. While several public and non-public agencies provide some limited services, the majority of seniors are not able to access social and medical services or attend community gatherings and events. The need for some type of regional auxiliary transportation service is needed for seniors. ANALYSIS Senior Population Growth Research on senior transportation indicates that the needs of seniors will grow dramatically in the next years as the baby boom generation ages, increasing the total senior population by 50% (per SANDAG census 2000). Based on information from the California Transportation Plan, California's senior population is projected to increase by 71% by the year 2020. Projections indicate in 2020, there will be about 2.6 million more Californians over the age of 65 than there are today. According to another national survey, the primary provider for seniors is the family or other relatives, or close neighbors. Unless a regional senior transportation system is provided, seniors will continue to drive because this ensures their mobility and allows them the most freedom. Per the Citywide survey and discussions, if seniors could maintain their quality of life, they would take public transportation and stop driving or at least curtail it. This service needs to be priced affordably to ensure seniors have the ability to pay for this service. In the San Diego region, the primary public provider is public transit—buses and the trolley. Nearly 380,000 discounted Senior/Disabled transit passes were purchased in FY 2002 in the region, as an indication of the use of transit by the pass holders. There are the complementary paratransit (or American with Disability Act —ADA) services for all persons, regardless of age, whose disability prevents them from using public transit. However, only about 1 % of the region's seniors are registered for this program and it is more expensive for both the passenger and the transit district. The nonprofit sector provides some transportation for seniors to social and medical services. These programs are limited in their ability to provide transportation to non- clients or to services such as grocery shopping or banking, for example. Some jurisdictions, such as Vista, have funded special "shoppers' trips, but funding and service areas are limited. Regional Action Plan for Senior Transportation The primary goals of the regional action plan is to: • Improve Senior Mobility • Identify a better transportation service • Provide for a regional system • Address the Senior Transportation Needs • Identify the funding The following events have occurred: • City Council accepted report and directed the formation of a Task Force - March 2003 • Back to the Senior and Trans Commissions for appointments to the Task Force - April/May • Presented to SANDAG board on May 23, 2003 • Presented to Regional Trans Committee on August 1, 2003 • SCAT meeting on September 4, 2003 • Set 1st Task Force Meeting for September 2003 • SANDAG Approval • Transnet passed November, 2004 C:\DOCUME~1\lswen\LOCALS-1\Temp\Staff Report Senior Transportation2.8.05 doc.doc The Senior Transportation Action Plan Strategies include: • In March 2003, a Task Force (SANDAG) was formed. • Support of regional cities. • Identify Regional Objectives. • Research Transit/buses, Smart Shuttles, Consultants, Financial, AVL • Evaluation of Systems of Service Areas, Vehicles, Innovations, Operations, Cost, References • Estimate Cost In developing a Regional Senior Demonstration Shuttle program, the City of Oceanside took the lead with SANDAG and identified the North County area. SANDAG has identified three demonstration projects under the new TransNet funding for senior transportation. The North County project is one of these three projects. A Memorandum of Understanding should be established between cities to ensure coordination and support for the project and to ensure future program funds for the demonstration project. Present were: Ed Diamond, Nutrition Coordinator Charles Donellyl, county Council Representative Chuck Coleman, Senior Activities Director Members present: Sharon Carewe, Cissie Rocks and alternate Al Jandro who acted as secretary. Minutes: Minutes of previous Meeting were read and approved. Cards: Get Well Cards were sent to Tesa Silva and Chester Price, condolence cards were sent to families of Linwood Van, a long time volunteer and supporter of the Carlsbad Senior Centre, and George Heany. Thank You cards were sent to Las Villas de Carlsbad for the birthday parties. Reports Due to the Holidays there was no meeting conducted in December. Ed Diamond reported that a special Christmas meal was prepared and delivered to all of the home bounds and to those requesting the same. These were delivered by Jack Risley [sp]. He reported that a frozen meal would be available and delivered to home bounds for Martin Luther King Day. He also reported that the donation for meals would be increased to $3.oo beginning 1 February 2005. This was necessary due to the shortfall in funding and increase in product prices. Diamond reported that he makes time to visit every table during lunch to field questions about the menu and get feedback on participant satisfaction. He said he has been encouraged by the response. Carlsbad Senior Center Project Council Dances: Val Pascucci reported that in excess of $800.00 was taken in and turned over to the USO for their sponsored dance. Chuck Coleman reported that the February dance will be sponsored by the heart Association on 3 February and that the donation will be $5.00. Music will be furnished by the Rumble Seat Rascals. Present were: Ed Diamond, Nutrition Coordinator, Chuck Coleman, Activities Director and Charles Donnely, County Council Representative. Members present: Sharon Carewe, Joan Me Cormick, Cissie Rocks, Jean Willman and Al Jandro, who acted as secretary. Minutes: Minutes of previous Meeting were read and approved. Cards: No "Sunshine Lady" activities were reported. It was noted that longtime Senior Center participant Marie-Francoise Dain Thomas had passed away as a result of a brain tumor. Thank You cards were sent to £as YMas de Car(s6ad for the " birthday cake". Reports Ed Diamond reported continued progress in developing a tasty menu with vendor while staying within constraints of budget and national guide lines. He noted that there will be challenges during upcoming year when inflation spiral will bring about higher food prices. It seems inevitable that a higher meal donation will be called for. Diamond reported little progress in securing outlet for aerosol hand s sanitizer. Home meals will continue to be supplied to homebound, persons with special needs and their caretakers. He offered several alternatives to the request for pre-donated meal ticket. Val Pascucci reported the sale of Koko Beach tickets exceeded expectations. Val also reported that on 29 October the Senior Center had its annual Halloween Party at which the Project Council supplied the decorations, candy and prizes for best costume as well as cake and ice cream.. She said the $5 gift certificate prizes were well appreciated.. She reported that on 20 November, the Senior Center would Carlsbad Senior Center Project Council sponsor a USO Ballroom Dance to honor our troops serving overseas. Entertainment will be supplies by the"Rumble-seat Rascals. Dances: Chuck Coleman reported developing plans for monthly dances. He said they would have to be cost effective and hopefully profitable. Discussions and Actions: It was suggested that minutes of the Senior Center Council meetings be made available to the Project Council since we have no representative to appraise us of the Council's actions. A "Pizza Party" was suggested as a possible fund raiser. Motions: There being no further business a motion was made to adjourn. Those present were: Ed Diamond Nutrition Advisor Chuck Coleman Activities Director Val Pascucci Chairperson Members present: Sharon Careave, Joan Me Cormick, Cissie Rocks, Jean Willman, and Al Jandro, (who acted as Secretary). Guests Present: Lori Swenck, Recreation Area Manager Megan Smith, Intern from USD Cards: There was no "Sunshine Lady" activity during the past month. Thank You cards were sent to Las Villas de Carlsbad for the birthday cakes that they have most generously supplied for the past years. Reports Ed Diamond announced the continuance of the food vendor's contract until renewal time in 2005. Val Pascucci reported the "Sidewalk Cafe" Bake Sale was a "sold-out event. She thanked all the volunteers for their help. She expressed the difficulty of having enough products donated.. It was noted that less and less seniors are doing more than 'maintenance cooking. This was the first time the public was invited to participate and it was well received . Carlsbad Senior Center Project Council Chuck Coleman reported the Health Fair an overwhelming success and that the vendors and distributor as well as Health Care Givers who participated , were enthusiastic about the next Fair. A profit in excess of $1000.00 was gained. Lori Swenck, Recreation Area Manager, explained policy on posting notices of events in house and asked for cooperation from all members. She complimented the Nutrition Project Council members on the innovation of the "Sidewalk Cafe" theme of the BAKE SALE and encouraged the development of more fund raiser projects throughout the year, she explained the need of up to sixty days prior notice in order to coordinate printing, publicity etc. Chuck Coleman introduced Megan Smith, the Intern from USD, who was working on a project at the Center. A change in schedule for 'handicap patrons' was announced. The details had not been finalized. A Halloween Costume contest will be held the last Friday of October with prizes given for five categories . Dances: The Line Dance Group held their function on 2 October. The project Council members furnished the refreshments and helped with the cleanup. Chuck Coleman announced a dance will be given by a patriotic group from Vista with notional ties. The theme will be an "USO" dance with all proceeds going to our overseas servicemen for "comfort packages" which are dubbed "MAX-PAKS" All costs will be born by the organization for food, music and entertainment. The donation will be $5. the dance will be held 20 November from 2:00 until 4:00.pm. Music will be provided by the "Rumble Seat Rascals" a popular local senior band. Discussions and Actions: A lack of input to the Senior Commission was discussed. The Project Council hasn't had any direct representation during the past two years. Carlsbad Senior Center Project Council The purchase of a portable aerosol hand disinfecting devise was discussed. Jean Willman reported these devices are being used by airlines and other places where large numbers of people transmit pathogens manually. Motions: A motion by Val Pascucci and seconded by Jean Willman: It is moved that: The Nutrition Project Council look into the cost and purchase or lease of aerosol dispensing hand disinfectant devises be undertaken. The motion was approved unanimously A Motion by Val Pascucci and seconded by Cissie Rocks: It is moved that the Project Council purchase five (5) $5.00 'gift certificate" from Trader Joe's as prizes for the Halloween Costume event. The motion carried. A motion by Al Jandro and seconded by Cissie Rocks: Whereas: There is no current acting Senior Representative to communicate with the Senior Commission, and Whereas: A need is at hand for the efforts of the Senior Center Project Council to be brought before the Senior Commission, therefore It is Moved: that the Senior Commission appoint an intern representative from the Project Council to be its communicator or liaison, by which each entity is aware of the activities of the other.
