Commission received, accepted and approved the Summary Report of the June 7,
2005 Senior Commission Meeting.
2. AB #0805-2 SENIOR SAFARI EXCURSIONS
Commission approved staffs recommendation to maintain current number of casino
trips provided by the Senior Safari excursion program.
3. AB #0805-3 COMMUNITY ACTIVITY GRANT REVIEW COMMITTEE
Commission nominated and appointed Commissioner Surridge to serve on the
Community Activity Grant Review Committee.

4. AB #0805-4 PRESENTATION ON POLICE DEPARTMENT COMMUNITY
SERVICES PROGRAMS
Corporal David Douglas, with the Community Services division of the Police
Department, spoke about current community service programs. One of the services
they provide is Y.A.N.A. (You Are Not Alone) program for Carlsbad seniors who live
alone and would benefit from having someone check on their welfare on a daily
basis. Members of the police department's Senior Volunteer Patrol program make
daily phone calls or visits to each of the Y.A.N.A. clients. If a Y.A.N.A. enrollee does
not respond, the emergency contact is notified and a police officer is dispatched.
COMMITTEE/COUNCIL REPORTS:
Gail Lynn, Recreation Area Manager, reported the Ice Cream Social and Hot Rod Show
on Sunday, July 17th 2005 was a huge success. A record crowd consumed 586 scoops
of ice cream, 370 hot dogs, and viewed 30 Classic Cars at the Hot Rod Show.
Lynn informed the commissioners that five Marines from the 7th Engineer Support
Battalion at Camp Pendleton are visiting the Senior Center every week in the months of
August and September to play board games with the seniors.
Lynn announced the 2-1-1 information services are available throughout the county.
The 2-1-1 provides information on a multitude of issues such as: crisis hotlines, child-
care, mental health service, senior services and much more. Call 2-1-1- and you will be
connected to a live phone specialist who can answer questions about nonprofit services
and agencies in our county. 2-1-1 is available twenty-four hours a day, seven days a
week. The Carlsbad Senior Center is listed in the 2-1 -1 - directory and on their website
WWW.211 SANDIEGO.ORG.

By proper motion the Regular Meeting of August 2, 2005 was adjourned at 10:10 a.m.
The next regularly scheduled Senior Commission meeting will be a staff guided tour of
the future community park sites on September 2, 2005.

CONSENT CALENDAR
The consent calendar was unanimously approved (5-0).
1. AB #0607-1 SUMMARY REPORT - The Commission approved the
Summary Report of the May 3, 2005 Senior Commission meeting.
2. AB #0607-2 RECEIPT OF DONATION - The Commission received a
donation to the Senior Center Trust Fund from Mrs. Thais Jean Leavitt.
DEPARTMENT REPORTS
Lori Swenck, Rscreation Area Manager announced the Ice Cream Social and
Picnic in the Park with a Street Rod & Car Show on Sunday, July 17, 2005,
11:00 a.m. - 4:00 p.m. at McGee Park.
An invitation was given to the Senior Commissioners to act as judges for this
event. Commissioners are to contact Kris Westland or Gail Lynn if they wish to
participate.

SUBJECT: INDIAN CASINO TRIPS
Not all of the Senior Centers around San Diego County have travel/trip departments.
However, those Centers that do plan trips for the Seniors to many of the Indian Casinos
around the County. In addition most of these Centers also arrange trips to Las Vegas and
to Laughlin at least once a year.
The trips to the Indian Casino's are always some of the most popular events and are
always "sold out" with a waiting list on every trip at all of the Centers of at least 30
people. This was confirmed in my contact with the other Senior Centers travel
departments around San Diego County. One of the reasons for the popularity of the
Casino trips is that the cost of these trips are affordable to most of the Seniors, and
average from $5.00 - $12.00 per person before any coupons or money back is received.
The Casino furnishes the bus, usually include a lunch buffet coupon, and many times
gives the Seniors $5.00 cash back on their arrival.
A downside to the trips to the Indian Casino's is that they want and almost demand a
"manifest" of the expected visitors before the date of the trip. This is a problem that we
all seemed to experience; but we all make it clear to the Seniors that any of the additional
information is strictly voluntary.

The Casino's do not like to send more than one bus so to keep the price affordable
we do take care to fit within their restrictions as to how many Seniors per trip.
In addition, we do plan a two-night, three-day trip to Laughlin, Nevada and a two-night, three-
day trip to Las Vegas, Nevada. Both of these trips are annual trips that are very popular and
always sold out (45) and always with a waitlist of at least 25.
I hope that this information will show that the Senior Centers around San Diego County
do try to plan fun yet affordable trips for as many of the Seniors as possible.
Trips to the Museums, Military/Naval Facilities, Musical Theater, Architectural Tours,
Tour of Gardens and Animal Parks are on the average of $55.-$70 per person, and that is
the "Senior" Price discount.

RECOMMENDED ACTION:
Appoint Senior Commissioner to the Community Activity Grant Citizen Review Committee.
ITEM EXPLANATION:
Each year, the City invites individuals or community organizations to apply for grant funding from
the City's Community Activity Funding Source. Initially, the funds were established by Council as
a means of funding activity requests that primarily benefit the citizens of Carlsbad.
Several years ago, Council invested $1,000,000 and established an endowment of sorts. Each
year that $1,000,000 generates interest income, which is then used to fund many activities that
benefit the citizens of Carlsbad and may also benefit others outside the community.
The Finance department is requesting one member from the Senior Commission, Parks and
Recreation Commission and Library Board to serve on a committee that reviews each request for
funding. Ultimately the grant recipients are recommended to City Council for award of grant
funding for community activities.
Staff is recommending that a commissioner be appointed to serve in this capacity. The
committee to serve should consider approximately three-week day afternoons requiring about
three hours each afternoon. The committee member should also consider the need for ample
time to review a multitude of community activity grant requests. Last year, the review process
was spread over a three-week period.
Once a commissioner is selected, the name will be submitted to the Finance department and the
staff person that facilitates this program. The commissioner will then be informed of the meeting
times and dates.

COMMUNITY ACTIVITY GRANT CITIZEN REVIEW COMMITTEE
It is once again time to begin the annual Community Activity Grant Process. An
important part of the process is the establishment of the Citizen Review Committee,
which is to consist of a representative from each quadrant of the City, one member of
the Senior Commission, one member from the Library Board and one member from the
Parks and Recreation Commission. Attached is a list of the members that served last
year.
Please forward to me the names of the citizens (one for each quadrant) that you would
like to have serve on the committee. I would like to have the recommendations by
August 15th so that the committee can begin its work for the 2005-06 funding
recommendation. We will have the Library Director and the Recreation Director seek
volunteers for this panel from the appropriate Boards and Commissions.
It is anticipated that the $30,000 that Council appropriated for the 2005-06 grants
program will be distributed in November 2005 as shown on the following "tentative
schedule":

Committee to review applications September/October
Recommendations on funding made to Council November

Nutrition Coordinator Report
Ed Diamond reported that the AIS Emergency meals were available
for distribution. The contract with the vendor had been extended and
that continued effort is being made to bring the best quality meals
possible and meeting all of the guideline and cost restraints. The
diners are constantly being surveyed to get as much input as possible
( what will please their pallets. Ed introduced our new Center

Coordinator Gail Lynn. July is also the month for elections of new
members to the Nutrition Projects Council

Thank You cards were sent to Las Villas de Carlsbad for the

Activities Reports
Dances:
As stated at the last meeting, dances will be held on the first
Thursday of every month unless there is a holiday
Fund Raisers
Jean Willman reported about $300.00 was taken in at the Fashion
Show and it was well received by the attendees and the presenter.
Discussions and Actions:
Val suggested that Ed announce that there were openings for
volunteers to serve on the Nutrition Project Committee for two year.
The Council is required to have four (4) members and two (2)
alternates
Since no member of the Senior Commission attends the Project
Council meetings, it was recommended that members of the
Carlsbad Senior Center Nutrition Project Council
Council attend the Senior Commission meetings on the first Tuesday
of every month.
Val suggested that the volunteer drivers that service the home bound
be given some type of recognition since the fuel costs are a factor.

Motions;
A motion was made by Val Pascucci and seconded by Sharon
Carewe:
Whereas; There exists vacancies on the Project which are to be
filled every July, with each member serving for two years. Be it
resolved that the Senior Center patrons be made aware of
vacancies on the Nutrition Project Council. Motion Carried.
A motion was made by Jean Willman and seconded by Joan Me
Cormick.
Whereas: No member of the Senior Commission attends the
meetings of the Carlsbad Senior Center Project Council as has been
the custom except for the past one and a half years, Therefore be it
resolved that a member of that said Committee be appointed to
attend both the Senior Commission meetings, meeting once monthly
and report to both the Senior Commission and the Carlsbad Senior
Center Nutrition Project Council. The motion carried.
A Motion was made by Val Pascucci and seconded by Al Jandro.
Whereas: The volunteer home service drivers are faced with
additional out of pocket expense due to rising fuel
costs. Be it resolved that they get special recognition
for this effort. Motion carried
