CALL TO ORDER: Commissioner Tweedy called the Special Commission Meeting to order at
3:05 p.m.
ROLL CALL:
Present: Nelson, Pearson, Savary and Tweedy
Absent: Surridge
PLEDGE OF ALLEGIANCE: Commissioner Pearson
APPROVAL OF MINUTES: Commission accepted and approved the September 30, 2013
minutes.
CONSENT CALENDAR:
1. AGENDA ITEM # 1213-1 SUMMARY REPORT (ACTION)
Accepted, approved and filed the September 30, 2013 Senior Commission meeting
summary report.
DEPARTMENT REPORTS:
2. AGENDA ITEM # 1213-2 NEEDS ASSESSMENT AND COMPREHENSIVE ACTION PLAN
(ACTION)
Commission accepted the Needs Assessment and Comprehensive Action Plan with the
exception of changing the wording of one of the short term action items to, "[Study the
feasibility of modifying] two existing tennis courts in well served areas to accommodate
outdoor pickleball courts as determined by the equity mapping."
Mary Anne Viney, a Carlsbad resident, addressed the Commission regarding the
distribution and allocation of reported park acreage in the City of Carlsbad.
Doren Curtiss, a Carlsbad resident, spoke regarding the completion ofthe tennis courts
and community center at Poinsettia Park.

3. AGENDA ITEM # 1213-3 CITIZEN REVIEW COMMITTEE ACTION)
Commission elected Commissioner Nelson to serve on the 2013-14 Citizen Review
Committee Activity Grant application.
4. AGENDA ITEM # 1213-4 SENIOR CENTER REPORT (INFORMATION)
Kevin Granse, Recreation Area Manager, gave an oral report on the ongoing activities and
upcoming events.
Granse presented Commissioner Savary with a plaque and bouquet of flowers as a thank
you for her years of service as a Senior Commissioner. Savary will continue to provide
blood pressure screenings at the center. Granse announced that two new senior
commissioners have been appointed by the mayor and approved by city council with their
terms beginning in January.
Parks and Recreation annual holiday gathering will be held at Carrillo Ranch Friday,
December 6, 2014.
