CALL TO ORDER: Chair Gocan called the Special Meeting to order at 3:01 p.m.
ROLL CALL: Present: Gocan, Perez, Hunter, Penseyres, Fowler and Linke
Absent: Wanamaker
PLEDGE OF ALLEGIANCE: Vice-Chair Perez led the Pledge of Allegiance
APPROVAL OF MINUTES:
This meeting was conducted virtually via Zoom due to the stay-at-home order for COVID-19.
DISCUSSION:
The commissioners provided significant discussion regarding the appropriate level of detail of the
minutes from the meeting on August 3rd, 2020.
Commissioner Linke stated that he would be voting against approval of the minutes this month, because
the minutes only indicated the final votes and did not capture the commission’s discussions in a
sufficient level of detail that would provide useful input to City Council.
Commissioner Penseyres agreed with Commissioner Linke.
Commissioner Fowler did not agree and gave a motion to approve the minutes, with no second.
The commissioners furthered their discussion and expressed their desire that the minutes clarify what
information is valuable to the City Council when making a decision.
ACTION:
Motion by Commissioner Linke seconded by Commissioner Hunter, to not approve the minutes for the
Aug. 3, 2020 meeting requesting that staff revise the minutes to provide an appropriate level of detail,
including details on the discussion which would be similar to previous minutes.

PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA:
Public comments submitted via email prior to the Traffic & Mobility Commission meeting and
read into the record:
Jennifer Bantle, requested staff to investigate the speed limit on Cannon Road near the intersection with
El Camino Real. The speed limit is too high, but I know that won’t change so we need more police

enforcement at this intersection. Maybe have the red lights stay on for a few more seconds before the
green light goes.
Mona Gocan, requested staff to find a solution to improve safety at the intersection of Madison Street
with Grand Avenue. She suggested the installation of stop signs or a roundabout at the intersection.
Grand Ave is a 4-lane road with additional parking lane on each side. There are stop signs on Madison St
but no signs on Grand Ave to reduce vehicle speeds and inform the drivers alert drivers to cars crossing
the intersection.
CONSENT CALENDAR:
1. PHASE II OF EL CAMINO REAL AND CANNON ROAD INTERSECTION IMPROVEMENTS– Support staff’s
Recommendation to implement Phase II of the El Camino Real Bridge Improvements at Cannon
Road, Capital Improvement Program (CIP) Project No. 6042 (Project) providing mobility
enhancements consistent with the city’s General Plan Mobility Element. (Staff Contact: Hossein
Ajideh and Brandon Miles, Public Works)

2. REVISION TO THE CITY’S TRANSPORTATION IMPACT ANALYSIS GUIDELINES – Receive report on a
revision to the City’s Transportation Impact Analysis Guidelines to indicate that projects generating
less than 110 Average Daily Trips (ADT) or 11 peak hour trips do not require Transportation Impact
Analysis. (Staff contact: Nathan Schmidt, Public Works)
3. APPOINT NEW MEMBER TO THE SUSTAINABLE MOBILITY PLAN AD-HOC COMMITTEE – Approve replacement of Vice Chair Perez with Chair Gocan on the Sustainable Mobility Plan (SMP) Ad Hoc Committee. (Staff contact: Nathan Schmidt, Public Works)

COMMISSION DISCUSSION:
Transportation Planning and Mobility Manager Schmidt explained that the first purpose of this revision
was to address project application review times, city staff workload constraints, and to streamline the
development review process. This revision would add an additional category for projects that generate
less than 110 ADT or less than 11 peak hour trips, do not require the Traffic Impact Analyses. The trip
generation threshold is consistent with the current SANTEC guidelines as well as other agencies
throughout San Diego County. The rest of the project trip generation thresholds would remain the same.
Commissioner Linke discussed that the intent of the SANTEC guidelines are to provide a standard to
evaluate regional impacts versus applicability to an arterial system in Carlsbad. Commissioner Linke
does not believe this makes it a valid comparison. He also has concerns with how other nearby cities are
treating their ADT minimum thresholds in comparison to Carlsbad. Carlsbad’s TIA requirements are
unique as we have a Growth Management Plan that requires adherence to maintaining a performance
standard for each mode of travel.
Transportation Director Frank said that he understands the commissions intent to participate in these
type of decision making items to update TIA guidelines, and participate in the public process. This is an
interim step where staff felt like we should make this change as an interim condition to address staff
workload and extensive review times. City staff intends to revise the entire Transportation Impact
Analysis guidelines through a review process that will be directly guided by the Traffic and Mobility
Commission.
Commissioner Linke expressed that the timing of the changes and any projects that will be exempt right
now when applying for a permit is concerning.
Commissioner Fowler reinforced the message that the commission feels strongly to not have that
exemption, at least not for MMLOS projects.
Commissioner Linke requested that staff consider changing that exemption to not apply to multi-modal
analysis or to projects that are on streets that have failed the GMP performance standard, which will
indirectly impact the MMLOS analysis.
Although this item was presented as an informational report and does not require a vote, the
commissioners said that they wanted to record a vote to confirm the exact wording of their request.
Moving forward on the work plan, they would like to discuss these types of items in more detail.
ACTION:
Motion by Commissioner Linke seconded by Commissioner Penseyres to request that the 110 Average
Daily Trip, Transportation Impact Analysis exemption, is applicable only when a project is not adding
traffic to street facilities that are deficient under the Growth Management Plan and that the exemption
should not apply to multi-modal level of service analysis.

of the Transportation Impact Analysis guidelines on a future T&MC agenda.

DEPARTMENTAL REPORTS:
4. POLICE MONTHLY REPORT – (Staff contact: Lieutenant Christie Calderwood, Police Department)
Staff Recommendation: Receive report
Lieutenant Calderwood presented the report and reviewed a PowerPoint presentation (on file in
the Office of the City Clerk) regarding the following police activities:
Pedestrian crossing roadways safely, and bicycles following the rules of the road, continue to be
addressed. Two bicycle officers have handed out cards with information on Smart Cycling and
some were given to the Pedego Bicycle Shop to hand out to bicyclists. The vehicle code says
that pedestrians are to be fully through the crosswalk before bicycles and cars can move
forward.
The Police Department continues to monitor the loud exhaust noise issues on Carlsbad
Boulevard. As a world-class police department we understand these quality of life concerns,
and address them.
The school meal program pickup and drop offs have not reported any issues with traffic.
5. HOUSING ELEMENT UPDATE – (Staff Contact: Scott Donnell, Community Development)
Staff’s Recommendation: Information item
Senior Planning Donnell presented the report and reviewed a PowerPoint presentation (on file in
the Office of the City Clerk).
COMMISSION DISCUSSION:
Commissioner Linke and Commissioner Perez wanted to make sure we are looking at Vehicle Miles
Travel and traffic operations as part of the Housing Element update.
6. TRAFFIC AND MOBILITY COMMISSION WORK PLAN CITY COUNCIL PRESENTATION – (Staff
contact: Nathan Schmidt – Public Works)
Staff’s Recommendation: Appoint a commissioner to represent Traffic and Mobility
Commission at City council.
Transportation Planning and Mobility Manager Schmidt presented the report to nominate one
of the commissioners to represent the Traffic & Mobility Commission at the City Council
meeting on Sept. 15, 2020.

ACTION:
Motion by Commissioner Hunter, seconded by Commissioner Linke to nominate Chair Gocan to
represent Traffic and Mobility Commission Work Plan at City council meeting.

Commissioner Linke, Transportation Director Frank and City Attorney Contreras discussed the work plan
items and a requested that the City Council provide guidance on the prioritization of work plan items.
High priority items identified by the Traffic and Mobility Commission include the Transportation Impact
Analysis Guidelines update, the Traffic Impact Fee Program, and the Sustainable Mobility Plan which
includes Safe Routes to School programming and infrastructure plans.
The commission reiterated their request to seek direction from City Council regarding the meeting
minutes level of detail. The commission would like feedback from City Council on if the minutes are
useful and their preference for detail of comments and discussions.
CITY TRAFFIC ENGINEER REPORT:
City Traffic Engineer Comments: Attachment A
City Traffic Engineer Kim discussed items related to Traffic and Mobility on past and upcoming City
Council meetings.
Commissioner Linke and Transportation Director Frank discussed that after further review of the overlay
project, the segment along El Camino Real, between Faraday and College Boulevard would be more
appropriately treated with a slurry seal street overlay.
Commissioner Linke and City Attorney Contreras discussed the timing of the release of the Fiscal Year
2018/2019 Growth Management Plan which is scheduled for review by the Traffic and Mobility at their
October 5 meeting. Deputy City Manager Gomez said that the commission’s comments and
recommended changes will be included in the staff report to City Council. The commission may present
their recommendations at the City Council meeting as part of the staff report presentation if desired.
TRAFFIC AND MOBILITY COMMISSION COMMENTS:
Commissioner Hunter discussed the construction project on westbound Palomar Airport Road, the lane
closures, and the impact on the bike lanes. The commission comments will be shared with our
construction management inspection team.
Chair Gocan asked staff if the location of the DUI traffic collision at the intersection of Cannon Road and
El Camino Real will be reviewed. Specifically, if staff will review the collision report and existing
conditions at the intersection.
City Traffic Engineer Kim answered that staff will look at the collision report and investigate the situation
including signal timing.
