City Manager's Conference Room --------------------------------------------~-----------------------PRESENT: Clifton Nooncaster, Manny Puentes, Hunter Cook, Capt. GUESTS: ABSENT: Rossall, Bill Harkins W.W. Rogers and F. A. Johnson Don Johnson, Win Priday 1. The minutes of the meeting of April 6, 1970 were approved as written. 2. Jefferson Street Soeed Study -Mr. Cook reported that the formal recommendation of the Automobile Club has been received stating the speed limit on Jefferson ~tr~et in the area discussed should be 40 MPH. He also met with Judges Stevens and Reick of the North County Municipal Court. They advised him that the City Council has a mandate to establish any speed zoning based on an engineering study. 'Mr. Rogers questioned why the 25 MPH limit is not enforced. Mr. Puentes explained in detail the basic policy for law enforc~- . ment in prima facie speed zones and stated they are not an absolut!'e .limit. Mr. Cook re!X)rted the Judge handles the citations based on the roadway conditions using the posted speed limit as a secondary item. Mr~ Rogers f~lt that a 40 MPH limit would be unreasonable and dangerous for residents in the area. Mr. Johnson also stated many children ride bikes on Jefferson Street near Las Flores Drive. It was reported the speed limit would be reduced starting at Knowles Avenue and southerly. It was reported the recommended speed limit would have to be the same as the engineering survey. 1 Considerable discussion was made on the speed limit and also the problem of noise. Mr. Nooncaster stated this survey was taken over a two-month period and has been given a great deal of con- sideration in all respects. Mr. Rogers was not in agreement with the 40 MPH speed limit. It was moved that the Automobile Club report by Mr. Puentes recommending a 40 MPH speed limit be ac~epted and submitted to Traffic Safety Commission June 1, 1970 Page 2 the Council for approval. The motion was seconded and approved. Mr. Cook will submit it to the Council. 3. Two-Hour Parking in the downtown area -Mr. Cook stated this Commission recommended to the Council that angle parking be abolished and that consideration of a time limit be made after angle parking was removed. The Council referred it to the central Business Listrict Action Committee for their review. Howeve·~, since that time, they have not had n quorum. It was moved that this Commission's original recommendation be resubmitted to the Council strongly recommending the Council take action. The n,:;.tion was seconded and approved. 4. Intersection of Carlsbad Boulevard and Tamarack Avenue Mr. Nooncaster repo~ted a recent accident at this location and -questioned the possibility of a signal. Mr. Cook stated he is . I currently studying this location. 5. Updatirtq signals on Carlsbad Boulevard at Elm and Grand Avenues - Mr. Cook stated th~ contract for this work should be out in the next month. 6. Deliveries to Carlsbad State Park -Capt. Rossall stated he talked to Mr. Morgan of the State Parks Dept. regarding this matter who in turn talked to the vendor making deliveries. It was deciued that deliveries would be made at the south end of the Park. This matter has been settled. 7. Carlsbad Boulevard and State Street -Mr. Cook displayed a 24.!. nour traffic volume of the intersection showing: north on Carlsb~d Bl. = 4, 260r south on Carlsbad Bl. turning left = 3,390r north on State St.= 3,320. He suggested relocating the stop sign from northbound traffic on Carlsbad Bl. to left turning ~raffic southbound on Carlsbad Bl. in an effort to reduce accidents at this intersection. After discussion on the matter Mr. Nooncaster suggested deferring this matter until such time as a survey can be made and pending a field check by this Commission at lts next meeting. Rising Glen Drive closure -Mr. Cook stated tne two property owners on this private road were contacted regarding the closure of one end to through traffic. One was in agreement while the other was opposed to the idea. The City Attorney has indicated there is no legal reason why the City could not close one end. Mr. Cook stated the El Camino Real end wo~ld be closed. Mr. Nooncaster suggested getting a written statement from.the City Attorney on this matter and if necessary to submit to the Council, have the City Attorney's report include~ with the recommendation. This was agreed. 9. Time of meeting -Mr. Harkins stated that due to ~,is workload, it will not be possible to attend many meetings at the scheduled }ime of 3:00 P.M. He stated this is al&o the case with ' 1 Mr. Johnson. t Discussjon was made on having the me~ting after the normal office hours and it was suggested that the new City Mana·ger be advised of this matter and advise the Co,.nmission of his thought8. The meeting was adjourned at 4:40 P.M.
