Minutes of: TRAFFIC SAFETY COMMISSION Date of Meeting: Monday, May 3, 1971 - 3:OO p.m. Place of Meeting: City Manager's Conference Room Present: Don Johnson, Col. Nooncaster, Chief Laughlin, Bill Harkins, W. F. Priday Absent: Manny Puentes, Jack Arnold, Hunter Cook Guests: Chandler Edwards, Howard Teakell The minutes of the meeting of April 5, 1971 were approved as sub- mitted. 1. Communication from Attorney Lewis A. Moe re Traffic Regulations Pertaining to Vehicles Stopping or Parking. The Commission ac- cePted the communication and ordered it filed. Chairman Johnson wak requested to write a letter to the City Council outlining what actions the Commission would like the Council to take re- garding their minutes. 2. Communication from Mr. and Mrs. George A. Nardelli re "NO Parking Signs in Front of Lutheran Retirement Home on Ocean Street. The Commission accepted the communication and ordered it filed. It was moved that a letter be sent to the writer regarding prior ac- tions that had been taken on the subject of parking on Ocean Street. 3. Request from Chandler Edwards - Review of Request for Traffic Con,- trol Qevice at Palomar Airport Road and Carlsbad Blvd. = After a long review of Mr. Edwards' request alonq with the accident data presented by Chief Laughlin and the probable rear end accidents that would be caused by stopping traffic at Palomar Airport Road, the Commission denied Mr. Edwards' request. The Commission moved for improvement of traffic lane lining in the area and possible widening of travel ways. 4. Communications from Office of Traffic Safety - State of California. Chairman Johnson requested Col. Nooncaster report to the Commission on the data that would be of concern to the City of Carlsbad. Chief Laughlin and P.W. Dir. Priday will review the State's specifications and comment for Col. Nooncaster's report. 5. Memo from Sgt. Berticsre Postinq of "NO Parking'' Signs south of Lanikai Lane Mobile Home Park. Commission approved "NO Parking Any- time" signs both sides of "service road" east side of Carlsbad Blvd. between LaCosta Downs overcrossing and Ponto Drive. - Minutes of Traffic Safety Com. -2- May 3, 1971 6. Memo from Sgt. Collins re Turn Lane on El Camino Real. The Com- mission referred this item to the Police Chief to present to his staff for a determination, and the Commission will concur with the department's conclusion. Chief Laughlin reported that the double yellow line should be re- moved so traffic may be allowed to use the island as it was in- tended. 7. Policy on Street Parking North Side Parisi Realty. The Commission concurred with the policy of clearing intersections by painting curbs red for at least one car length back from BCR. 8. One-way Traffic on Alley West, of Big Bear Market. No action. Com- mission suggested staff procee'd with further study. WFP:hl
