Present: Chairman Johnson, Col. Nooncaster, Chief Laughlin, City Engineer Cook, Pub. Wks. Director Priday, Consultant Puentes Absent: Wm. C. Harkins and City Manager Arnold Guests: John A. Gray, Charles C. Meyers, Chandler B. Edwards 2. Minutes of May 3, 1971 were approved. 3. Review of Communication between City Council and Traffic Safety Commission. Brief discussion by Commission indicated need for Chairman Johnson and Mayor Dunne to discuss situation. 4. Review of Action on Four-way Stop - Chestnut and Trieste, and No Parking on Ponto Road. Commission rescinded their decision of May 3 to have "Stop" signs installed on Trieste. The Commission suggested the relocation of the school bus stop from West of Tri- este to East of Trieste, thereby giving the motorist a better view of school children crossing Chestnut. 5. Stop Sign Request - Intersection of Alondra Way and Park Avenue in Laauna Riviera. Traffic Commission reviewed said reauest. The Coimission denied request based on testimony that oui records show one (1) non-injury accident at the intersection; the corners are not considered blind; and a stop sign would not lessen the speed on Park Drive as indicated. 6. Stop Sign Request - Skyline, Park, and Westhaven intersection. The Commission denied the request for a stop sign but did approve the installation of a "Yield" sign on Westhaven so northbound traffic would yield to other traffic turning East on Skyline or West on Park Drive. 1 7. Request for Pedestrian Crossing - Carlsbad Blvd. at Oak Ave. The Commission was shown the situation as it exists and concurred with the Public Works Director that a realignment of the existing x-walk may be in order. 8. Request for Crosswalk on State Street between Beech and Laguna. The Commission denied the request due to the fact that a Pedestrian X- Walk should be used at an intersection to identify the continuation of a walkway and also that mid-block x-walks may be dangerous. 9. Request for Yield Sign at Carlsbad Blvd. and Palomar Airport Road. Presentation was'made by Mr. Gray regardin~g Yield Sign on Carlsbad Blvd. at Palomar Airport Road. Engineer Cook explained the re- striping of Carlsbad Blvd. allowing separate lanes for merging southbound vehicles. Chief Laughlin indicated "Sign" would not control traffic beyond intersection. Mr. Puentes explained that the sign would not alle- viate the situation as outlined by the complaintants. -- Minutes of Traffic Safety Com. -2- - June 7, 1971 9. The criteria allowing a Yield Sign do not apply to this inter- , section,but the Commission approved a "Yield" sign on Carlsbad Blvd. so that traffic on Carlsbad Blvd. would yield to traffic traveling North on Palomar Airport Road. 10. Request for One-way Traffic in alley West of Poinsettia Plaza between Oak and El m. Commission requested further study to deter- mine whether or not the 1-5 completion might change existing con- di ti ons. 11. Request from Mr. Geyer re Parking Limitations on Beech Avenue. Commission approved a two (2) hour parking limit on Beech Street between State.and Roosevelt Streets. 12. "No Parking" Chestnut - Westhaven to Cameo. Public Works Director requested that the Commission members give some consideration to a possible parking restriction on Chestnut between Westhaven and Cameo. Item will be on next agenda for action.
