Four-Way Stop - Laguna and Jefferson A petition was received requesting a four-way stop at Laguna and Jefferson, but again this was deferred because of lack of a quorum. It was the consensus of those present that a policy should be out- lined for the Council and Commission for determining stop sign lo- cations and other traffic matters so the Council and the Commission would have a guideline from which to make their determinations.
