TRAFFIC SAFETY COMMISSION

City Manager 's Conference Room
Present: Don Johnson, Moe Sims, Bob Nelson, Police Chief
Laughlin, City Manager Arnold, City Engineer Cook.
Absent: Bill Harkins, Colonel Nooncaster, Manny Puentes.

Approval of Minutes.
The minutes for the December meeting were approved as
submitted.
Request for No Parking on Carlsbad Blvd, ,Vicinity of
Cannon Road.
Mrs. Evelyn Moore, Board Secretary of Terramar Association,
presented the request for no parking on the boulevard. The
request is designed primarily to eliminate trespass across
private property by people going to the beach, After con-
siderable discussion it was agreed that this matter is prim-
arily a police matter and not a traffic safety matter. And
upon motion (Sims-Laughlin) the request was denied and the
matter referred to the Police Department for further action.
The Police Department will meet with the Terramar Association
to discuss possible solutions to the problem.

Alley Parkinq.
Considerable discussion was held regarding the establishment
of No Parking in alleys throughout the City. The Police
reported that the former City Code included a section 'prohib-
iting parking in City alleys, however this was not included
in the new Municipal Code which was recently adopted. By
motion (Laughlin-Sims) it was recommended that No Parking be
established on the alley east of State Street, between *Elm and
Grand Avenues.
Miscellaneous.
The City Manager briefed the Commission on the use of Gas
Tax Funds for City street purposes and <jutlined in general the
City's Program for repair and uwradiny of City rtreets.
