Place of Meeting: City Manager's Conference Room Present : Don Johnson, Moe Sims, Bob Nelson, Police Chief Laughlin, City Manager Arnold, City Engineer Cook, Manny Puentes Guests: Rev. Coppin, Bill Ryburn, Art Harris Absent: Bill Harkins, Col. Nooncaster 1. 2. 3. J 4. 5. Approval of Minutes. The minutes for the January meeting were approved as submitted. Request for "No Parkinq" on Carlsbad Boulevard in the Vicinity of Te r rama r . Mr. Harris presented a request from the Terramar Property Owners Association for no parking along portions of Carlsbad Boulevard. This matter was considered as Item #2 at the January meeting. After considerable discussion, upon motion (Sims-Nelson), it was recommended that no parking be established along the westerly side of Carlsbad Boulevard, the precise limits to be determined by the Traffic Engineer and Police Chief. The no parking prohibition is to be tow-away. Review of No Parkinq Limitation on State Street, South of Elm Avenue. Mr. Ryburn outlined the difficulty local businessmen are having with the present 2-hour parking stipulation. By motion (Nelson-Arnold), it was recommended that no parking be el imin- ated in the subject area. Discussion of Proposed Traffic Safety Policies and Warrants. The City Engineer outlined the draft Policies and Warrants which were sent out with the minutes. These are the basic items which will be valuable to the Committee in evaluating traffic safety matters. Additional items may be added in the future as the need arises. The Committee will review the. draft for consideration at the March meeting. Discussion of Stop Siqn Request for Jefferson Street at Laquna Street. Rev. Coppin outlined the problem at the intersection as he sees it from the residents' point of view. Upon motion (Laughlin-Sims), it was recommended that edge line delineation be installed for southbound Jefferson Street traffic and that a "curve ahead" sign be installed; 6. School Crossinq Guards. A general discussion was held regarding the matt'er of school crossing guards. The Traffic Engineer pointed out that warrants are being studied jointly with the school district and a recommendation should he forthcoming, hopefully at the March meeting.
