Place of Meeting: City Manager's Conference Room Present: Don Johnson, Bob Nelson, Bill Harkins, City Manager Arnold, Police Chief Laughlin, City Engineer Cook, Manny Puentes Guests: Dan Curtis ITT, Continental Baking Company, Inc. 1, Approval of Minutes. The minutes for the February meeting were approved as submitted. 2. Request for 15 minute.~parkinq only on Roosevelt Street at Elm Avenue. Mr. Curtis outlined the problem. His business is primarily a short term sale operation and he has a high turn-over of pedestrian usage of the parking in the near vicinity of his bakery operation. A letter of concurrence was received from the Security Pacific Bank and Sonny's Automotive, adjoining businesses to his property. Upon motion (Harkins-Nelson), the Traffic Safety Commission recommended that a 15 minute parking limitation be placed on Roosevelt for the first lot southerly of Elm Avenue, both sides. 3. Parkinq Limitations in the Dowh&own area. The matter of downtown parking was discussed. There is no problem regarding the quantity of on street parking in the downtown area, The existing time limit for parking throughout the area is unjustified. The City Manager sug- gested that this matter be pursued with the downtown busi- ness people to obtain their concurrence in deleting the existing extended parking limitation. He did suggest, how- ever, that we try an -approach which has been successful in several other communities, this being the establishing of 15 minute parking for all parking spaces immediately ad- joining an intersection. Upon motion (Arnold-Nelson) the committee recommended that the stalls adjoining inter- sections of the downtown area be designated with green curb. 4. Proposed Traffic Safety Policies and Warrants. The City Engineer discussed the proposed standards and outlined the background, Mr. Puentes elaborated on the background and indicated that the County has just revised -2- their speed control warrants. Upon motion (Cook-Laughlin) the committee recommended that the proposed warrants be adopted by the City Council as the official policy of the City of Carlsbad. Mr. Puentes, we will submit a copy of the revised County Speed Control Warrant for distribution prior to the Council action. Telephonic concurrence of committee members will be obtained to include that standard in the packet submitted to the Council. 5. Election of Officers. Chairman Johnson indicated that his one year term had expired and requested that we elect new officers at the next meeting . 6. County-wide Accident Record System. Mr. Puentes indicated that the County Traffic Engineer is interested in installing a eounty-wide Traffic Accident Record system. The City Engineer will contact the County Traffic Engineer and investigate how Carlsbad can partici- pate. A report will be made to the committee at a future meeting .
