Present: Bob Nelson, Moe Sims, City Manager Arnold, City Engineer Cook, Police Chief Laughlin, Bill Alien, Eng i neer i ng Dept . Absent: Chairman Don Johnson, Vice Chairman Bill Harkins, Manny Puentes. Guests: Bill Ryburn, Bob Watson . 1. Approval of Minutes The minutes for the June meeting were approved as submitted. Airport Road Due to the severity of recent accidents at this location, a motion (Cook-Sims), was passed to present the council with a proposal to place street lights and rumble strips of chip- seal at the north bound curve of Carlsbad Blvd. at Palomar A i rport Road. 2. Proposal for Street Liqhts at Carlsbad Blvd, & Palomar .3. Two Hour Parkinq Limit- State Street South of Elm Mr. Ryburn requested that the two hour parking limit, dis- cussed at the May meeting, be left in effect. The commission concur red. 4. .No Parkinq- East Side Carlsbad Blvd., Tamarack to Cherry Mr. 'Watson represented property owners concerned with parked vehicle accidents. He presented a good case for no parking in this area. He believes the 5% cross'slope may be causing numerous accidents on the easterly side of Carlsbad Blvd. Cars travelling north are losing control and running into cars parked on the east side of Carlsbad Blvd. No parking was proposed for this section. Because of this and other traffic problems on Carlsbad Blvd., the commission passed a motion (Sims-Nelson) to make the wide- ening of Carlsbad Blvd. number one priority. To this end, the City Council will be requested to allocate money, from what- ever source, to match the $30,000 grant from County Thorough- fare Funds. It was understood that Bob Watson will get a petition from property owners to back up the motion. 5. No Parkinq, Carlsbad Blvd., Sequoia to Pine A motion was passed ( Nelson-Sims) to place "No Parking" signs from Sequoia to Pine on Carlsbad Blvd. on t.he easterly side, Minutes of Traffic Safety Commission Monday, July 10, 1972 Page Two with appropriate striping. Included in the motion were new lane buttons for lane markings. 6. Attendance An attendance rule was discussed by the Committee to the effect that any member missing more than a stated number of meetings, be dropped from the Commission. Discussion of this rule was deferred to the next meeting. Comments from all members who cannot attend should be submitted prior to that t ime. 7.
