Present: Chairman Bob Nelson, Moe Sims, Kent Whitson, Manny Puentes,
Chief Ralph Laughlin, City Manager Jack Arnold.

1. Approval of Minutes
The minutes of the March 5, 1973 meeting were approved as submitted.
2. Sx>eed Zonina
The discussion of speed zoning was tabled until the next meeting.
3. Traffic Control in Connection with La Costa's Golf Tournament of Champions
For the week commencing Monday, April 16 and ending Sunday, April 22,
1973, the Commission recommends that temporary "No Parking" zones
be established on both sides of Estrella de Mar between Alga Road
and Costa del Mar Road.
4. Conflicting Street Names
The Commission recommends that the street name of Seville Way in the
La Costa area be changed in order not to conflict with Sevilla Way
in the Laguna Riviera area. The Commission also recommends that Olive Drive in the Buena Vista area be changed to Pi0 Pic0 Blvd. in
order not to conflict with Olive Ave. at the south end of Garfield St.
5. Parkinq and Traffic Situation in the Central Business District
Mr. Harry Truax, representing the Central Business District Action
Committee, was present at the Commission meeting to discuss parking
and traffic problems in the central business district. Following the discussion, the Commission recommended that the alley at Elm Ave. between State St. and Roosevelt St. allow only for ingress traffic into the sarking area north of Elm Ave. However, this is
to be accomplished in conjunction with designing a circulation system
within the alley parking area, and changing the angle parking on State St. to parallel parking. The Commission also recommended that three members of the Commission (Bob Nelson, Hunter Cook, and Chief Ralph Laughlin) attend a meeting of CBDAC in order to assemble a working plan which would include all three of the above items per- taining to the parking and traffic situation.
6. Set. Date for Next Meeting
Date for next meeting was set for May 7, 1973.
