A1 I\iood. Absent: PIoe Sims, Hunter Cook, City Manager Frank Lilley. GUCS t : Arthur W. Spivey, D.D.S. - 1. Approval of Minutes The minutes of the May 7, 1973 meeting were approved as submitted, 2. Time limit Darkins zone - northeast corner of Elm Ave. and Jefferson St. Dr. Arthur T'J. Spivey presented to the Commission his problem regarding the parking situation at the northeast corner of Elm Avenue and Jefferson Street. Following this presentation, the Commission recommended that a two-hour time limit parking zone be established on the north side of Elm Avenue from a point 45 feet east of the east curbline of Jefferson Street easterly for a distance of 70 feet, and on the east side of Jefferson Street from a point 45 feet north of the north curbline of Elm Avenue northerly for a distance of 50 feet. 3. Equestrian crossing - La Costa Avenue ! The Commission recommended that equestrian crossing warning signs be installed in advance of the equestrian crossing on La Costa Avenue Js mile east of El Camino Real. The Commission recommended against painting any crosswalk lines, as they might present a false sense of security to the equestrian. However, the Commission did recommend that Rancho La Costa make two signs stating "CIIOSS HERE" and that the two existing equestrian crossing signs be relocated to the actual equestrian crossing. Also, the signs must be placed so that the equestrians cross perpendicular to the vehicular traffic on La Costa Avenue. 4. Striping on Carlsbad Boulevard The Commission recommended against any restriping of Carlsbad Boulevard from Palomar Airport Road northerly to the Agua Hedionda Lagoon bridge at this time. The Commission stated that restriping would not be practical, due to the existing roadway configuration and the very low accident rate under the current striping. The Commission would consider recommending four through lanes of traffic on this section of Carlsbad Roulevar6 only when the Boulevard is widened sufficiently to allow for both turn pockets and parking, and when the Agua Hedionda Lagoon bridge is rebuilt and widened. Zliminate overnight parking on State Street between Beech Avenue and - -_ Laguna Drive The Commission tabled this item until enough information can be gathered to ascertain whether or not there is sufficient off-street parking for residences along this section of State Street. G, Speed zone on Carlsbad Boulevard between Palomas Airport Road and the south City limits I- Presently, there is no posted speed limit on=the above section of Carlsbad Boulevard, even though Section 10.44.030(d) of the City of Carlsbad Xunicipal Code states that the speed limit there shall be 45 miles per hour. After reviewing the traffic speed zone survey, the Commission recommended that the above section of the Municipal Code be repealed, thereby leaving Carlsbad Boulevard between Palomar Airport Road and the south City limits with an unposted speed zone. zone survey, the accident rate was very low and the critical speed measured was lower than the prima facie speed of 65 miles per hour as stated in the State of California Vehicle Code. Sped zone on Palomar Airport Road between Carlsbad Boulevard and Plaza del lJorte Upon review of the traffic speed zone survey, the Commission reconmended that a 45 mile per hour speed zone be established on Palomar Airport Road between Carlsbad Boulevard and Plaza del Norte. r The Commission suggested that an advance intersectional warning sign be placed on Palomar Airport Road about 500 feet east of Plaza del Norte, and that a REDUCED SPEED ZONE AHEAD sign be placed facing westbound traffic in advance of the 45 mile per hour speed zone on Palomar Airport Road. 8. Crosswalk on Grand Avenue between State Street and Roosevelt Street The Commission recommended that the crosswalk be re-established on Grand Avenue just east of the alley between State Street and Roosevelt Street. 9. Palomar Airport Road east of El Camino Real The Commission requested that the pavement failures on Palomar Airport Road near the Carlsbad Raceway be repaired to provide for the safe novement of traffic. 10.
