A1 Wood, Kent Whitson, . Manny Puentes, Capt. Wally Rossall Absent: Moe Sims Guest: Ruth Honnold 1. Approval of Minutes - The minutes of the October 1, 1973 meeting were approved as submitted. 2. Road Closure of Washinston Street \ The Commission approved the closure of Washington Street between Elm and Grand from December 8-26, 1373, for Christnas displays by the Carlsbad High School. However, provisions for trash trucks using Washington Street must be made by the Chamber of Commerce. Also, the Public Works Department and the Police Department retain the right to have the street opened at any time it is necessary. 3. Truck Traffic on Chestnut Ave. After reviewing the data concerning truck percentages (T=2.8%) and truck destination (local trips only) on Chestnut Ave. near Cameo Road, the Commission recommended against prohibiting truck t.raffic until a feasible alternate route becomes available. 4. Parking on State Street from Elm Ave. northerly to a point 325 feet - north of Grand Ave'. The Commission acknowledged the fact that there exists a very hazardous traffic problem resulting from the parking situation on the above section of State Street and therefore felt that the existing parking layout must be revised. The Commission recommended that the Engineering Division make a formal report showing two alternatives to the existing 450-angle parking layout. The Commission's primary choice was parallel parking, and its second alternative was 30°-angle parking. This report is to include accident diagrams, street cross sections and current parking stall usage. The report, reflecting the Commission's viewpoint, will then be sent to the City Council for approval. 5. Traffic Signal at Intersection of Elm Ave. and Madison St. The Commission reconmended against the installation of a traffic signal at the above intersection, due to the fact that none of the nationally accepted minimum warrants for a traffic signal inst-allation were met. The.warrants were not met primarily due to the excellent accident history (only one reported accident within the last twelve months) and the relatively low traffic volumes on Madison Street. Once any of these warrants are met, and when funds become available, the Commission will. again review the intersection for signalization. - c Traffic Safety Commission December 3, 1973 Page 2 . -. 6. One-way Signs on Alley at Elm Ave. between State St. & Roosevelt St. .The Commission recommended that the one-way signing be eliminated so that traffic may travel in either direction on all of the alley from Elm Ave. to Grand Ave. However, the Commission did recommend that a "NO LEFT TURN" sign be installed at the south end of the alley facing. southbound traffic exiting from the alley onto Elm-Ave. 7. Restricting'Left Turn from Mountain View Dr. onto Carlsbad Blvd. Due to the very poor sight distance'and the increasing accident frequency, the Commission recommended restricting left turns from Mountain View Drive onto Carlsbad Blvd. The Commission suggested that the above intersection be redesigned and reconstructed when funds become available. 8. Warning Signs at the Intersection of Buena Vista Way and Arland Rd. Because the hill crest east of the intersection reduces sight distance, the Commission recommended that an advanced intersectional warning sign be placed east of Arland Road facing westbound traffic on Buena Vista Way. 9. Stop Control at the Intersection of Buena Vista Way and Valley St. Due to the traffic volumes and the geometric configuration of the above Y-intersection, the Commission recommended against establishing stop control at this time. were all single vehicle accidents; therefore, the recent installation of warning signs at this intersection by the Public Works Department should help eliminate these accidents.
