TRAFFIC SAFETY COMMISSION

T, Approval of Minutes
The minutes of the February 4, 1974, meeting were approved as
submitted. Also, the new Pub1 ic Works Administrator, Ronald A.
Beckman was introduced to the Commission members.
2. Crosswalk on Marron Road at Cinema Plaza Theater
The Commission approved a crosswalk at Marron Road to be located
300 feet west of the west curbline of El Camino Real. However,
the following conditions must be met: install two 20,000 lumen
lights at the crosswalk- one on each side of Marron Road to pro-
vide at least 2.0 foot-candle lighting at all points within the
crosswalk; place pedestrian crossing signflW54 & W54A) on Marron
Road 250 feet east of the crosswalk and 300 feet west of the cross-
walk; paint a white crosswalk (10 feet wide with cross hatch lines)
on Marron Road 300 feet west of the west curbline of El Camido-Real;
and paint white PED XING pavement legends in the traffic lanes
adjacent to the pedestrian crossing signs.
3. Two-hour Parkinq on Roosevelt Street
The Commission recommended that two-hour time limit parking zone
be established on the west side of Roosevelt Street from the north
curbline of Oak Avenue northerly for a distance of 60 feet.
4. Four-way Stop Control at the Intersection of Las Flores Drive and Pi0 Pico-01 ive Drive
The Commission recommended against installing four-way stop
control at the above intersection at this time for the following
reasons: Las Flores is a through street and carries more than
60% of the intersection traffic; the accident history at the
intersection is very good (only two recorded accidents during the
last three years); the installation of four-way stop control would
cause unnecessary delay and could easily result in additional
accidents. The Commission did recommend that the red curb mark- ings at the intersection be repainted to help insure the sight
distance at the intersection.
5. Removal of Raised Island on Southeast Corner of Alqa Road and
El Camino Real
The Commission felt that the raised median at the above inter-
section caused no traffic hazard, especially with the recent
installation of traffic reflectors on the corners of the island.
The Commission recommended that the removal of this island only
be determined by the Engineering Dept. Someday the intersection
will have to be signalized, and the island will then be necessary.
6. Speed Control on Tamarack Avenue between Pi0 Pic0 Drive and Park
Drive
The Commission felt that the following signing along Tamarack Ave.
was adequate: there is a four-way stop control on Tamarack Avenue
at its intersection with Adams, at Highland, and now at Park; there
are 25 MPH speed limit signs on Tamarack east of Highland and west
of Valley St; and there are SLOW SCHOOL XING pavement markings and
school signs in advance of the crosswalk on Tamarack Ave. at Valley
St. Regarding speed bumps, the Commission adamantly recommended
against installing anyihing that might cause the motorist to lose
control of his vehicle. Speed bumps are not used on public roads,
and will not be in the future due to the potential hazard they
create and the liability that would have to be incurred by the City. The Commission wishes to point out that only two reported accidents
have occurred on Tamarack between Highland and Park for the last
several years. Therefore, the Commission recommended that no action be taken at this time regarding Tamarack Ave., but that the enforce-
ment and engineering agencies keep this street under observation.
