Approval of Minutes The minutes of the Apri 1 1, 1974 meeting were approved as submitted. Also, the new member appointed to the Traffic Safety Commission, Joe Eggleston, was introduced to the Commission members. 2. Parkinq on West Side of Carlsbad Blvd. Between Elm Ave. and Grand Ave. The Commission recommended against converting parallel parking to diagonal parking on the above section of Carlsbad Blvd. The Commission felt that the disadvantages of the diagonal parking greatly outweighed the advantages, Only a few parking spaces could be gained from converting the parallel to diagonal parking. Meanwhile, the accident frequency in diagonal parking situations ranges from about 2.5 times to as much as 4 times greater than in parallel parking situations. This is especially true of streets with relatively high volumes of traffic such as Carlsbad Blvd. (9500 vehicles per day). Finally, the conversion to diagonal parking would preclude the insIallation of left turn pockets or a two way left turn lane on Carlsbad Blvd. in the future. 3. Request for'Diaqona1 Parkinq on East Side of Ocean St. between Oak Ave. and Elm Ave. Due to the nature of the above street in which most ofc the parking occurs on unpaved sections of the righ+of-way, the Commission recommended against trying to establish any kind of parking pattern at this time. The Commission will again review this street for parking when additional development along the street occurs. 4. Request for Diaqonal Parkinq on North Side of Pine Ave. from Jefferson St. to Hardinq St. The Commission recommended against allowing diagonal parking on the above street due to the accidents that might .re:sult. It has been the Commission's pol icy to discourage diaganal parking wherever practical in order to$ ma-ke parking situations as safe as possible. Allowing diagonal parking at the above *- Traffic Safety Commission June 3, 1974 Page 2 c location would set a precedent for diagonal parkirtg at other locations within the City. The demand only occurs for a few hours during the entire week, which is a problem most churches have to contend with. The Commission felt that the few number of parking spaces that can be gained by diagonal parking did not offset the hazardous situation that would be created. 5. Stop Control at the T-Intersection of Monroe St. and Westwood Drive Due to the increasing volume of traffic at this intersection, the Commission felt that the motorist's right-of-way must be assigned, and therefore, recommended that a YIELD sign * be placed on Westwood Dr. facing southwest-bound traffic on that street. 6.' Stop Control at the T-Intersection of Garfield St. and Pine Ave. The Commission recommended that the existing STOP sign on the west leg of Pine Ave. be removed, and that a YIELD sign be installed on Garfield St., thereby facing northbound traffic on that leg of the intersection. 7. No Parkinq for Street Sweepinq The Commission recornmended that NO PARKING zones be established on all of Kremeyer Circle and on all curbed sections of Laguna Dr. between Jefferson St. and Interstate 5. This earlier than 9:OO a.m. The day of the week and the hours necessary to clean the above street are to be determined by . the Pub1 ic Works Department. , NO PARKING is to be limited to only one day of the week, no 8. Palomar Airport Road Name Chanqe. At its May 7, 1973 meeting, the Commission recommended against changing the name of Palomar Airport Rd to San Marcos Blvd. The Commission felt that the existing street name was a great benefit to Palomar Airport, and that changing the street name would not result in an increase in traffic safety. After again reviewing the request, the Commission still recommended against changing the name of Palomar Airport Rd. for the same reasons as earl ier stated. 9. Time Limit Parking on West Side of Jefferson St. Just South .of A rbuckl e. Due to the problem of enforcing time limit parking zones and the fact that the above location is in a residential area, the Commission recommended against painting the curb green in front of the Housing Assistance office. - Traffic Safety Commission June 3, 1974 Page 3 10. 1974 - U.S. Motocross Grand Prix After reviewing the traffic situation that will occur during the weekend of July 13 and 14, 1974 for the Motocross Grand Prix, the Commission made the following recommendations: a) On Friday, July 12, 1974 place TEMPORARY NO PARKING signs on both sides of Palomar Airport Rd. from El Camino Real to the eastern City limits (approx. 12,000 ft. or 2-1/4 miles). These signs are to be removed Monday morning, July 15, 1974. b) On Sunday, July 14,1974, implement eastbound one-way - traffic on Palomar Airport Rd. (El Camino Real to Carrillo Ranch Rd. - about 1/2 mile west of Linda Vista) from 7:OO a.m. to 1/2 hour after the first race begins. (after 1:00 p.m.) Then at 3:30 p.m. (or 1/2 hour before the last race is over) implement westbound one-way traffic on same above section of Palomar Airport Rd. until 6:oo p.m. or until the Police Department deems necessa ry . c) All other roadways are to retain two-way traffic. All the traffic details are to be coordinated with the Police Department, The City Engineering Division, and the Raceway officials. .Respectfully submitted, kent A. Whitson
