Wally Rossall, Kent Whitson Absent: Bi 11 Harkins, Manny Puentes Guests: Several residents who live on Tamarack Avenue and on Monroe S t reet . 1. Aooroval of Minutes The minutes of the August 5, 1974 meeting were approved as submitted, with the following items to be discussed at a future meeting of the Commission: a) review any uncontrolled intersections south of the downtown area (north of Magnol ia Avenue, between Roosevel t Street and Harding Street), b) critique the traffic flow occurring at the last Grand Prix Motocross Race. 2. Time limit parkinq on the northwest corner of Carlsbad Boulevard and Grand Avenue. The Commission felt that the ongoing improvements on the south half of Grand Avenue west of Carlsbad Boulevard must be completed before any changes in the parking situation can be considered. At that time a review of the entire parking situation on both sides of Grand Avenue west of Carlsbad Boulevard should be made, which would include any time limit parking requests. 3. Request for posted speed zone on Tamarack Avenue. The Commission recommended that the Pol ice Department increase its enforcement of the prima facie speed limit of 25 miles per hour on all of Tamarack Avenue. After reviewing the traffic speed zone survey, the Commission did not recommend the posting of any additional 25 m.p.h. speed limit signs along Tamarack Avenue at this time. 4. Request of permanent road closure of Monroe Street at Elm Avenue. The Commission recommended that a permanent barricade be installed on the south leg of Monroe Street at its intersection with Elm Avenue. This would eliminate all through traffic on this section of Monroe Street, and would require establishing a no parking zone at the north end of the resulting dead-end street so that vehicle turning movements could be facilitated. 5. Four-way stop control at the intersection of Roosevelt Street and Oak Avenue. Due to the anticipated pedestrian traffic between the Boys' Club on TRAFF 1 C SAFETY COMM I SS I ON September 9, 1974 Page 2 the southwest corner and the new U-TOTEM Market on the southeast corner, the Commission recommended that four-way stop control be established at the above intersection.
