Wally Rossall, Kent Whitson Absent: Manny Puentes Guests: Bruce Farr, Principal of Buena Vista Elementary School, Ruth Honnold, -Mary Campbell 1. Approval of Minutes The minutes of the December 2, 1974 meeting were approved as submitted. 2. Speed Zone on Park Drive at Bristol Cove The Commission made a field trip to the above site and subsequently made the following recommendations: repaint the faded existing center- line on Park Drive and have the local residents trim back the foliage on the west side of Park Drive at the curve just north of Marina Drive. The Commission recommended against posting any speed zoning, and felt that the existing warning and no parking signs were effective and sufficient. 3. Parking on Cedar Avenue west of State Street The Commission agreed that the street should remain open at all times. Therefore, the Commission recommended that a double yellow centerline be painted on Cedar Avenue from State Street westerly to the alley, and that perpendicular parking spaces be painted on both sides of Cedar Avenue. Cedar Avenue is adequately signed at its intersection with State Street, but no other signing was recommended at this time. 4. One-way Alley at Grand Avenue west of State Street Due to safety and convenience of flow, the Commission recommended that the above alley remain a one-way alley. Even though some on-street parking was eliminated due to the installation of a bus loading zone on the south side of Grand Avenue next to the alley, additional parking was added on Grand Avenue east of State Street and will be added on the north side of Grand Avenue once that bus loading zone is removed. 5. Bus Loading Zone at the Buena Vista School The Commission recommended against establishing a bus loading zone on the south side of Las Flores Avenue in front of the Buena Vista School, primarily due to potential traffic hazards on Las Flores Avenue (it is a collector street, has fairly high traffic speeds, is on a 7% grade). It was suggested that the school work out the bus loading details with the City so that the existing bus loading area can be improved or that a viable alternate solution can be found.
