Wally Rossall, Kent Whitson Absent: None 1. Approval of Minutes. The minutes of the April 8, 1975 meeting were approved as sub- mitted. 2. Guardrail request for west side of Park Drive north of Adams Street. The Commission determined that guardrail was not warranted at this time along the above section of Park Drive. Because there is a shoulder along part of Park Drive, the Commission felt that the accident severity of a vehicle leaving the road- way would be less than the severity of striking a guardrail, especially the end of a guardrail. 3. Green curb markinqs in the downtown area. After a field review and careful analysis of all the green curb markings in the downtown area, the Commission recommended the following: a. Due to the ineffectiveness and difficulty in enforcing the numerous existing green zones, the Commission recommended that all of the green zones be eliminated, except those on both sides of Roosevelt Street south of Elm Avenue and those on the north side of Elm Avenue between Roosevelt Street and State Street. b. In order to improve the sight distance for northbound and southbound motorists at the intersection of Roosevelt Street and Elm Avenue, the Commission recommended that no parking- red curb zones be established for 60 feet on both the Elm Avenue approaches to the intersection. The accident history is very poor at this intersection; and the Commission feels very adamant about improving the sight distance at this intersection. c. Do not eliminate the green zones along State Street until that street is resurfaced (which is scheduled for this summer). This will facilitate the proper layout of the diagonal parking. 4. Downtown pedestrian safety. After reviewing the petition concerning pedestrian safety in the downtown area, the Commission recommended: c TRAFFIC SAFETY COMMtSSlON Meeting Page 2 a. that no midblock crosswalk be painted across Roosevelt Street between Grand and Cedar because of the false sense of security it would present to the pedestrian; b. that a temporary sidewalk be installed on the east side of Roosevelt Street from Grand Avenue northerly for 110 feet to the Mayfair parking lot; c. that all crosswalks on Elm Avenue (1-5 westerly) be repaint- ed, but not until after the street is resurfaced this summer; d. that the crosswalk on Grand Avenue west of Garlsbad Boule- vard be repainted once that street is resurfaced (also scheduled for this summer); e. that no crosswalk be painted across Grand Avenue at Wash- ington Street. Pedestrians may certainly cross here, but a painted crosswalk would, again, create a false sense of securi- ty for the pedestrian. The pedestrian should, when possible, cross at intersections with full traffic control. f. that no 25 MPH speed signs be installed on Elm Avenue, since a blanket (or automatic) prima facie speed limit of 25 MPH is established by law for business and residential districts. Prima facie means "on the face of it", and applies to speed limits which are reasonable and prudent under normal conditions. g. that no pedestrian warning signs be installed since there are too many intersections for the signs to be effective. There are no "Watch for Pedestrian" signs anymore, but the pedestrian warning signs on the Uniform Sign Chart are only used in advance of unexpected painted crosswalks. h. that pedestrian safety features be incorporated in the up- coming Downtown Specific Plan (ie: wheelchair ramps at all inter- sections, marked crosswalks only at controlled intersections, and sidewalks along all street frontages). 5. Diagonal parking on Grand Avenue between Carlsbad Boulevard and Washinqton Street. No recommendation was made at this time concerning the above section of Grand Avenue. - 6. Traffic control at Poinsettia Lane and Paseo del Norte (Schyler Ranch Road). After reviewing the above T intersection, the Commission recom- mended that a yield sign and stop bar be placed on Paseo del Norte, and that an advanced intersectional warning sign be placed on Poinsettia Lane east of the intersection.
