Wal ly Rossal I, Kent Whitson Absent: None Buests: Gerald Wroe, J. Bergh, Jack Hartle 1. Approval of Minutes: The minutes of the May 6, 1975 meeting were approved as submitted. 2. Four-way stop control request at intersection of Jefferson Street and Laguna Drive: Due to the large difference in traffic volumes between the minor and major approaches, and the relatively good accident history at the above intersection, the Commission recommended against establish- ing four-way stop control at this time. 3. Diaqonal parkinq on Grand Avenue between Carlsbad Boulevard and Washington Street: The Commission feels that diagonal parking is hazardous, and that the disadvantages of diagonal parking greatly outweigh the advant- ages. Therefore, the Commission recommended that the diagonal parking be converted to parallel parking on the above section of Grand Avenue once that street is resurfaced. If it is not possible to change the parking, the Commission recommended the number of lanes be reduced from four to two to ensure the safe passage of traffic. 4. Passenger loadinq zone at Jefferson School: The Commission recommended that the loading and unloading children by their parents occur entirely within the schoo lots. This will help eliminate the problem of school chi darting across Jefferson Street to and from their parents The Commission also recommended that the one-way traffic within the parking lots be clearly marked. 5. Traffic control at intersection of Avenida Encinas and Pa Ai rport Road: of school parking dren veh ic I es. oop systems oma r Representatives from both the Burroughs Corporation and the Sargent Industries Stillman Seal facility attended this Commission meeting. After hearing their concerns regarding traffic safety at this intersection, the Commission recommended that an advanced inter- C. TRAFFIC SAFETY COMMISSION Tuesday, June 3, 1975 Page 2 sectional warning sign be placed west of Avenida Encinas facing eastbound traffic on Palomar Airport Road. The Commision also reconfirmed its previous conclusions (at its September 9, 1974, and November 4, 1974, meetings) that neither a traffic signal nor any additional traffic assistance was war- ranted at the above intersection.
