Wally Rossall, Kent Whit- son, Manny Puentes. ABSENT: Bob Nelson, A1 Wood 1. Approval of Minutes The minutes of the June 3, 1975 meeting were approved as sumbitted. 2. Review stop control at intersection of Elm Avenue and Valley Street The Commission recommended against any change in the existing stop con- trol at this time, but did request that the intersection again be re- viewed once Elm Avenue is constructed east of the intersection. The Commission also recommended that a 150' double yellow centerline be placed on Valley Street south of Elm Avenue to alert northbound motor- ists turning left that they must yield to southbound motorists on Valley Street. 3. Stop control at the intersection of Forest Avenue and Highland Drive Even though the traffic volume on the west leg of this intersection is low, the sight distance is very poor; therefore, the Commission recommended that a YIELD sign be installed facing eastbound traffic on Forest Avenue. 4. 45 mph speed zone on Carlsbad Boulevard adjacent to the Encina Power Plant entrance After reviewing the traffic speed data, the Commission asserted that the above section of Carlsbad Boulevard was properly speed zoned for 45 mph, and that any change in this posted speed zone may result in an ineffec- tive and more hazardous situation. The Commission did recommend that left turn lanes be instal led once Carlsbad Boulevard improvements have been made from Tamarack Avenue to Cannon Road to provide the necessary addi- tional street width. 5. Four-way stop control and siqht distance review at the intersection of Jefferson Street and Laguna Drive Again, due to the large difference in traffic volumes between the minor and major approaches, and the relatively good accident history at the above intersection, the Commission recommended against establishing four- way stop control at this time. However, to insure safe sight distance on TRAFFIC SAFETY COMMISSION Tuesday, August 5, 1975 Page 2 the curve south of the intersection, the Commission recommended that a no parking zone be established on the east side of Jefferson Street from the intersection of Laguna Drive southerly to the end of the curve (250 feet south of Laguna Drive). A new apartment complex, being con- structed along this section of Jefferson, will definitely increase the on-street parking. Therefore, the no parking zone should be installed before the apartments are completed. 6. Review 50' white curb on State Street in front of Carlsbad Theater The Commission recommended that the above section of State Street remain a passenger loading zone, and for fire safety it not be converted to diagonal parking. 7. Crosswalk on Grand Avenue at Garfield Street The Commission felt that a painted crosswalk at this location would create a false sense of security for the pedestrian, and therefore recommended against painting one. The Commission discourages the installation of any painted crosswalks where there is no traffic control, because they tend to be more hazardous than safe. Respectfully submitted, 7Gz?.i.u& Kent A.
