Howard Collins, Kent Whitson Absent: A1 Wood Guest: Joe Eggleston 1. Approval of Minutes The minutes of the October 7, 1975 meeting were approved as submitted. 2. Yield Siqn for On-ramp from La Costa Downs to Carlsbad Boulevard The Cormission reviewed both the interchanges of La Costa Downs and Ponto Drive at Carlsbad Boulevard, and found the existing signing to be all that was necessary for the efficient and safe movement of traffic on the on-ramps. 3. Stop Control at Intersection of Altisma Way at Alicante Road and at Carinaa Wav After reviewing the traffic volumes and sight distances (there were no recorded accidents) at these intersections, the Commission recom- mended that a YIELD sign be installed on Altisma Way at Alicante Road facing westbound traffic. 4. The Use of Skateboards Within the Citv The Commission acknowledges that the use of skateboards within the City presents a potentially hazardous situation. However, it appears to the Commission that not enough evidence has been presented to prohibit the use of skateboards on City property. As with the bicycle, the skateboard is providing a very real and legitimate form of recreation and transportation. Therefore, after a field review and lengthy dis- cussion, the Commission recommended against prohibiting the use of skateboards anywhere within the City at this time. If an unusually hazardous situation is created in a particular area, the Commission will review and treat it as an individual problem. 5. Request to Change Times for No Parking on the City's Beach Parking Lot In order to allow fishermen and others to use the beach before 6AM and after midnight, and still eliminate overnight parking and camping in the City's beach parking lot across from the SDG&E plant, the Commission recommended against changing the existing times of the No Parking zone from 2:00-4:00AM to 12:00-6:00AM.
