Approval of Minutes: The minutes of the February 3, 1976 meet- ing were approved as submitted. 2. Bus stop and transfer station on Grand Avenue just west of State Street: The Commission recommended that a bus stop remain on the south side of Grand Avenue just west of State Street (at least 40 feet long), but that the transfer station be temporarily relocated to the south side of Grand Avenue just west of Wash- ington Street (at least 150 feet long) to accommodate all four busses at once. The Commission also recommended that adequate lighting be provided, and that the parkway between the sidewalk and the curb be paved as soon as possible to facilitate the load- ing and transfer of passengers. The Commission wishes to review the relocated transfer station at one of its meetings during the Fall to determine if the new location has been successful. If it has, the Commission will recommend that this location be established as the permanent bus transfer station, and that a passenger shelter be installed by North County Transit District. 3. Yield control on Las Flores Drive turn-off to Highland Drive: After reviewins the traffic volumes at the above intersection, the Commission-recommended that the STOP sign facing eastbound traffic on Las Flores Drive turning north to Highland Drive be changed to a YIELD sign. 4. Stop control at intersection of Hillside Drive and Park Drive: Due to the change in the geometrics of this intersection (it was a "T"-intersection, but is now a four-leg intersection), the accidents, and the traffic volumes, the Commission recommended that the YIELD sign facing eastbound traffic on Hillside Drive be changed to a STOP sign. There is already a STOP sign facing westbound traffic on Hillside Drive which was installed as part of the subdivision on the east side of Park Drive. 5. No parking on north side of La Costa Avenue between Viejo Cas- tilla Way and Gibraltar Street: This item was continued to the next meeting because the party involved was unable to be con- tacted. . . c- . Downtown pedestrian walkways and routing of bus lines: The Com- mission recommended that the City place very high in their pri- ority projects, the construction of sidewalks and the removal of physical barriers to pedestrians in the downtown area. The Com- mission does not recommend that any mid-block crosswalks be in- stalled anywhere in the downtown area, but feels that the jay- walking would be minimized once the deficiencies for continuous sidewalks are corrected. Regarding the routing of busses north of Grand Avenue, the Com- Commission felt that this would be too hazardous at this time due to the narrowness of some of the streets in the area, espe- cially Laguna Drive. However, the bus routes should be reviewed periodically to provide service to new areas of demand. 7. Request for no parking on south side of Elm Avenue in front of Runzo's Candies: The Commission recommended against painting or establishing any no parking zone near the driveway for Runzo's Candies. The Commission's general policy is not to provide NO PARKING zones on either sides of private driveways. According to the Vehicle Code, it is against the law to obstruct any driv- way opening. 8. No parking on north side of Park Drive just west of Kelly Drive: The Commission realizes that only one-half of Park Drive has been constructed in this area, but the 24 foot wide paved area continues from Kelly Drive all the way to Valencia Drive. If any section was to have no parking, then all of the 24 foot wide roadway should have no parking established. This would not be practical because of the number of dwelling units fronting this street. The Commission recommends against establishing any no parking zones on the above section of Park Drive at this time, but encourages the City to add an additional travel lane when possible. 9. Traffic speed zone posting on El Camino Real, Jefferson Street, and Chestnut Street: The Commission was informed of the City's program to post legal speed zones on El Camino Real, Jefferson Street, and Chestnut Avenue. The streets will be recommended for posting according to traffic and engineering studies conducted during the last year. 10. Skateboard Contest at La Costa: The Commission felt that this request was out of their jurisdiction and referred the matter back to staff to handle. Kht A. Whitson Traffic Safety Commission KAW/sln
