Wally Absent: Bill Harkins, Tad Pahl Guests: L.A. DesBouillons Rossall, Kent Whitson 1. 2. 3. 4. Approval of Minutes. The minutes of the April 8, 1976 meeting were approved as submitted. Request for four-way stop control at Chestnut Avenue and Harding Street. After reviewing the traffic volume distribution and the relatively few number of accidents at the above intersection, the Commission recommended against establishing four-way stop control at this time. The Commission felt that four-way stop control would cause unnecessary delay and rear-end accidents for traffic on Harding Street. The Commission suggests that this intersec- tion be kept under observation and be again reviewed in about a year. Request for stop control on Pamplona Way at Almaden Lane. Due to the low traffic volumes at the above intersection, the Commission recommended against installing stop or yield control at the above intersection at this time. According to the Vehicle Code, the prima facie speed limit is 15 miles per hour while traversing any uncontrolled (unsigned) intersection if the last 100 feet of ap- proach does not provide a clear and unobstructed view of any cross traffic. Request to eliminate the NO PARKING on the north side of La Costa Avenue between Viejo Castilla Way and Gibraltar Street. After carefully reviewins the above request and makins a field investi- gation, the Commission was sympathetic to the pGoblem created. However, in keeping safety the primary concern, the Commission recommended that no parking zones remain on both sides of the above section of La Costa Avenue for the following reasons: a. parking along a four-lane arterial such as La Costa Avenue creates very serious hazards for motorists having no sight dis- tance while pulling out of driveways behind parked vehicles; b. left turn lanes have already been installed at the intersec- tions. The Commission recommended that a continuous left turn lane be installed on La Costa Avenue between the intersections where there are driveway openings so that motorists will have a lane to safely make their turning movements. The need for this turn lane is demonstrated on Carlsbad Boulevard (between Pine Avenue and Tamarack Avenue) in which there have been numerous rear-end acci- dents involving southbound vehicles making left turns; TRAFFIC SAFETY COMMISSION May 4, 1976 Page 2 c. La Costa Avenue has been designated as a BIKE ROUTE on the City's Circulation Element of the General Plan. As bicycle traf- fic develops on this route, it becomes apparent that all of the on-street parking on La Costa Avenue will have to be eliminated. The Commission wishes to point out that there is just not enough road- way width on La Costa Avenue to provide four through lanes of traffic, a left turn lane, bicycle routes, and on-street parking. However, with safety the most important consideration, the Commission recommend- ed that the on-street parking be eliminated. This would also encour- age new development along La Costa Avenue to provide adequate off- street parking, and would help guarantee adequate sight distance for the ever-increasing traffic along this street. 6. No parking on Pi0 Pic0 Drive south of Elm Avenue. The Commission recommended that a no parkins zone (red curb) be established on the west side of Pi0 Pic0 Drive from Elm Avenue southerly to the first driveway (45 feet), and from the first driveway to the se- cond driveway (48 feet), in order to provide enough room for ve- hicles turning south from Elm Avenue and to provide adequate sight distance. 7. Resignation of Commission member. Due to personal reasons, Tad Pahl has had to resign from the Traffic Safety Commission. Since two other terms of Commission members expire in July, 1976, the Commission felt that all three positions be filled at that time. Respectfully submitted, Kent A.
