The minutes of the May 4, 1976 meeting were ap- Four-way stop control at the intersection of Grand Avenue and Jeffer- son Street. Due to the increase of traffic on Jefferson Street and the increase in pedestrian activity in the area, the Commission re- commended that four-way stop control be implemented at the above in- tersection. The Commission will review request for speed zones on Grand and Elm Avenues at a later meeting. Four-way stop control at the intersection of Sunnyhill Drive and Tam- arack Avenue. After reviewing the traffic volumes and geometric con- ditions at the above intersection, the Commission felt that four-way stop control was not warranted at this time. The Commission did re- commend that possibly some of the vegetation on the northwest and southwest corners could be trimmed to improve sight distance. Stop control on Larkspur Lane at Adams Street. Due to the very steep grade on Larkspur Lane and the projected increase in traffic on Adams Street resulting from the opening of St. Patricks Church, the Commis- sion recommended that a stop sign be installed on Larkspur Lane at Adams Street. Stop or yield control on the following streets that intersect with Park Drive: Park Court, Loma Laguna Drive, Via Arequipa and Via Via Hinton. The Commission recommended against installing intersec- tional control at any of the above intersections because of the very low traffic volumes and the fact that none of the neighborhood's streets are through streets. Stop control on Forest Avenue at Olive Drive. Stop control was not warranted at the above intersection; however, the Commission did re- commend that a YIELD sign be installed on Forest Avenue in order to safely assign right of way. Discussion of trucks using Tamarack Avenue. The Commission reviewed a City ordinance indicating that Tamarack Avenue east of Interstate 5 has not been designated as a truck route, but felt that no serious problem has been demonstrated to require any action. The Commission will review all of Tamarack Avenue once it connects to El Camino Real. Traffic Safety Commission June 8, 1976 Page 2 8. 9. 10. 11. Speed zone on La Costa Avenue. The Commission recommended against implementing a speed zone on La Costa Avenue at this time, primarily due to the relatively low traffic volumes and the safe accident his- tory. However, the Commission did refer the matter to the Engineering staff for further study and their recommendations. Review of traffic safety on Carlsbad Boulevard. Due to the amount of time required to review the various traffic safety conditions for Carlsbad Boulevard (especially between Pine and Tamarack Avenues), the Commission tabled this item for a later meeting. No parkinq on east side of El Camino Real in front of the entrance to Rancho Carlsbad. The Commission did not have enough information to recommend that a no parking zone be installed at the above location, so no action was taken. Speed zone posting on Paseo del Norte in the vicinity of Altamira. The Commission concurs with its previous recommendation (at its Oct- ober 7, 1976meeting) that no speed zone be established on the above section of Paseo del Norte. However, in order to alert southbound motorists on Paseo del Norte of the intersection at Caminito Madrigal, the Commission recommended that an advanced intersectional warning sign be installed on Paseo del Norte.
