Approval of Minutes The minutes of the July 6, 1976 meeting were approved as submitted. 2. New Traffic Safety Commission Members and Election of Officers Michael R. Riley and G. S. Moore, Jr., both recently appointed to the Traffic Safety Commission, were introduced to the other Commission members. Bob Nelson was elected to serve as Chairman of the next year. Bill Harkins will serve as Vice- Chairman. 3. Request for no parkinq on Tamarack Avenue near Valley Street at the school crosswalk Because of the impaired sight distance (caused by parked vehicles) between children at the crosswalk on the south side of Tamarack Avenue and eastbound motorists approaching the crosswalk, the Commission recommended that a time-limit NO PARKING ZONE be established on the south side of Tamarack Avenue from a point 50 feet west of the crosswalk to a point 10 feet east of the crosswalk. The time of the parking re- striction was recommended to be 7:OO a.m. to 5:OO p.m. daily excluding Saturdays, Sundays, and holidays. Since there has been a cutback in transportation services within the Carlsbad Unified School District many more children will be walking to school. Therefore, it is imperative that safe sight distance be provided at crosswalks. 4. Review recommendation for NO PARKING on Garfield Street between Normandy Lane and Pacific Avenue The Commission reviewed a citizen's concern regarding the Commission's recommendation last month to restrict parking Traffic Safety Commission August 3, 1976 2 on the west side of the above section of Garfield Street. However, the Commission voted to retain its initial recom- mendation for no parking in order to provide better visi- bility and maneuverability and guarantee safe passage for vehicles, especially emergency vehicles. The Commission will review the site once the no parking area is marked. 5. Requests for bus service on Laguna Drive and pedestrian walkways along Roosevelt Street between Grand Avenue and Laauna Drive Since the routing of bus services is not a function of the Commission, the Commission was informed that the matter had been referred to the North County Transit District, which is now handling all such requests. The Commission also reviewed the request for some kind of continuous pedestrian walkways along Roosevelt Street between Grand Avenue and Laguna Drive. The Commission recommended that the matter be referred to the City Council so that they may indicate to staff whether or not to pursue a feasibility study for the design and construction of walk- ways within the limited right-of-way along the above section of Roosevelt Street. All of the frontage on Roosevelt Street north of Beech Avenue is currently zoned R-P (residential-professional) , while most of the frontage between Beech and Grand Avenues is zoned C-2 (general commercial).
