Present: Chairman Bob Nelson, Guy Moore, Bill Harkins, Bill Baldwin, Tim Flanagan, Capt. Wally Rossall, Kent Whitson Absent: Mike Riley Guests: Cynthia Johnson, Cheri Johnson, Gus Scurlock, John Gray, Ted Richmond, Jim Hassan 1. Awroval of Minutes The minutes of the October 5, 1976 meeting were approved as submitted. 2. Stop or yield control on Cordoba Place at its intersection with Neblina Drive Due to impaired sight distance and the fact that the south leg of the above intersection will soon be open to traffic, the Commission recommended that yield control be established on Cordoba Place (the east leg) to properly assign right-of- way for motorists. 3. Request to change yield control at the intersection of Pine Avenue and Basswood Avenue Since the majority of traffic still travels on Basswood Avenue, the Commission recommended against changing the yield signing from Pine Avenue to Basswood Avenue. The Commission did request that some of the vegetation along the east side of Basswood Avenue be trimmed to help improve sight distance at the intersection. Traffic Safety Commission November 2, 1976 2 4. Three-way stop control at the intersection of Jefferson Street and Magnolia Avenue After carefully reviewing the traffic volumes, accidents, and geometrics at the above intersection, the Commission recommended against installing any additional signing at the above intersection. The sight distance at the inter- section is reasonably good, and the Commission felt the existing signing was adequate €or both pedestrians and motorists. 5. Review speed zones on Carlsbad Boulevard The Commission reviewed several speed zone surveys and listened to the concerns of some of the residents who live along or near Carlsbad Boulevard. The Commission requested that some additional data be compiled on that section of Carlsbad Boulevard between Tamarack Avenue and Palomar Airport Road which may then be reviewed at the next meeting of the Commission. 6. Request for stop or siqnal control at the intersection of Palomar Airport Road and Paseo del Norte 7. Due to the unusually wide street section of Palomar Airport Road, the Commission requested that the Engineering Staff design a couple of alternatives to channelize traffic at this intersection. The traffic volumes have increased greatly during the last few months, so the Commission would like to review some channelization possibilities before making any recommendations regarding stop or signal control. Striping and parking on Paseo del Norte south of Palomar Airport Road This item will be discussed in conjunction with Item #6 at the next Commission meeting. Respectfully submitted, Traffic Safety Commission KAW : ms
