Van Leersum Approval of Minutes The minutes of the November 2, 1976 meeting were approved as submitted. Speed zones on Carlsbad Boulevard between Agua Hedionda Bridge and Palomar Airport Road Several of the Terramar residents attended the meeting and voiced their concerns. A motion was made to retain the exiting 35 m.p.h. zone on Carlsbad Boulevard from Tierra del Oro southerly to Palomar Airport Road. This motion did not pass. It was explained that in order to use radar, which is one of the most effective methods used to enforce speed zones, a speed zone would have to be justified by engineering and traffic surveys. After reviewing all the data from the surveys that were taken, the Commission recommended that the existing 35 m.p.h. zone be changed to a 45 m.p.h. zone. No recommendation was made to change the existing 45 m.p.h. speed zone on Carlsbad Boulevard from Tierra del Oro northerly to the Agua Hedionda Bridge. The Commission felt that the real hazard was created by the motorists traveling in excess of 45 m.p.h.; therefore, by establishing a consistent speed zone on all of Carlsbad Boulevard, from Agua Hedionda Bridge southerly to Palomar Airport Road, the Police Department would then be able to effectively and legally enforce the speed zone by radar. 4 Traffic Safety Commission Minutes - December 7, 1976 2 The Commission also recommended staff to investigate the inter- section of Carlsbad Boulevard-Manzano Drive-Palomar Airport Road, and the area along the beach parking lots to see if something can be done to help reduce the number of accidents at these locations. 3. Additional traffic control at the intersection of Palomar Airport Road and Paseo del Norte The Commission recommended that the northbound stop bar be moved to the north to help improve the sight distance and decrease the motorist crossing time. The Commission recommended that Staff make the necessary geometric changes (berms, islands, signing, closing certain driveways) to facilitate the above improvements. The Commission suggested that the installation of traffic signals at this intersection be submitted as a capital improvements project, but not until the geometric problems have been resolved. The Commission recommended against establishing four-way stop control at this time because of the imbalance of traffic on the major and minor approaches. 4. StriDincr and Darkincr on Paseo del Norte south of Palomar AirDort Road The Commission recommended that a two-way left turn lane be in- stalled on Paseo del Norte from Palomar Airport Road southerly through all the commercial area. The Commission suggested holding off on the implementation of lane lines, bike lanes, and no parking signs until all of Paseo del Norte has been constructed and traffic has increased sufficiently to warrant such installations. - 5. Passenqer loading zone on south side of Grand Avenue west of Carlsbad Boulevard The Commission recommended that a 24-foot passenger loading zone be established on the south side of Grand Avenue just west of Carlsbad Boulevard (in front of the Carlsbad Lutheran Home Health Center). 6. Additional siqning at the intersection of Kelly Drive and Park Drive Due to the proposed widening on Park Drive from Kelly Drive to Valencia Avenue and the excellent accident history at the above intersection (none recorded for the last three years), the Commission recommended that no changes or additions be made to the existing signing at this time. The Commission will again review the inter- section once Park Drive has been widened. Respectfully submitted, Traffic Safety Commission
