Approval of Minutes The minutes of the December 7, 1976 meeting were approved as submitted. 2. Four-way Stop Control at the Intersection of Adams Street and Magnolia Avenue Due to the low traffic volumes at this intersection, the Commission recommended against implementing four-way stop control at this time. The Commission felt that installing stop signs on Magnolia Avenue, especially for the westbound vehicles going downhill, would result in unnecessary rear-end accidents. The Commission did recommend that some of the vegetation along the north side of Magnolia Avenue be trimmed to improve sight distance at the intersection. 3. Request for Additional Traffic Control on Carlsbad Boulevard in Front of the Army-Navy Academy The Commission is very aware of the potentially hazardous situation created by the pedestrian crossings each day along the above section of Carlsbad Boulevard. The best solution would be for the Army-Navy Academy to construct a pedestrian overpass (or tunnel) across Carlsbad Boulevard. However, because of the high expense involved, the Commission recom- mended that the Academy move as many of its activities as possible to the west side of Carlsbad Boulevard (especially the "weight" room, which is often used at night). L Traffic Safety Commission Minutes - February 1, 1977 2 This item was reviewed at its October 5, 1976 meeting, and the Commission still felt that the existing signing and pavement markings were adequate. However, the Commission did recommend that flashing yellow beacons be installed over (or in advance of) the crosswalk, providing some kind of agreement can be worked out between the Academy and the City. This should be a temporary installation until the Academy can move its facilities from the east side of Carlsbad Boulevard. 4. Request for Crosswalk and Traffic Control on Marron Road in Front of Crocker National Bank, Just West of El Camino Real The Commission maintained that the no parking restriction along Marron Road must be retained for safety, and that no recom- mendation be made regarding any changes in parking or street geometrics until the upcoming Plaza Camino Real Traffic Circulation Study is completed. The Commission did recommend that the existing crosswalk near the front of the bank be moved from the west side of the drive- way to the east side, which would then provide an island on the north side of Marron Road upon which pedestrians may stand. The Commission also suggested that the advanced pavement marking be repainted. 5. Speed Limit Request on Alga Road, East of El Camino Real The Commission recommended against establishing a speed zone on Alga Road at this time, primarily due to the relatively low traffic volumes and the fact that the street has only been widened to one-half of its ultimate width. In reviewing the accidents, the Commission discovered that most resulted from inattentive driving and improper passing. 6. Speed Zone on La Costa Avenue The Commission recommended that staff update the speed zone survey on La Costa Avenue and present this data to the Commission at its next meeting. No Parking in Front of Library The Commission recommended that in order to provide adequate sight distance, parking be restricted from one parking space (25 feet) on each side of the library driveway exit on Elm Avenue.
