Present: Chairman Bob Nelson, Guy Moore, Bill Baldwin, Capt. Wally Rossall, Kent Whitson Absent: Bill Harking, Mike Riley Guest: Nick Banche 1. Approval of Minutes The minutes of the February 1, 1977 meeting were approved as submitted. 2. Speed Zone Request on La Costa Avenue Between El Camino Real and Rancho Santa Fe Road The Commission had previously reviewed this matter at its June 8, 1976 meeting, and still recommend that no speed zone be implemented at this time, primarily due to the low traffic volumes and the safe accident history- Commission would again like to review this item in about a year. The 3. Four-way Stop Control at the Intersection of Grand Avenue and Roosevelt Street Due to the distribution of traffic, the Commission recom- mended against installing four-way stop control at the above intersection at this time. The Commission is very concerned about what effect new development in the area (especially on the northeast corner of the intersection) will have on the traffic at the intersection. The Commission would again wish to review this matter within the year, or when any new substantial development occurs. 4. No Parkinq Between 6499 and 6502 Camino del Parque Due to the fact that there is no sidewalk on the south side of Camino del Parque and that the main pedestrian walkway joining two subdivisions in the Alta Mira development is between the above two addresses, the Traffic Safety Commission Minutes - March 1, 1977 2 Commission recommended that a no parking zone (one vehicle space) be established on the south side at the above location. 5. Request for NO PARKING on the West Side of Paseo del Norte, South of Palomar Airport Road Due to the serious sight distance problems caused by parked vehicles (especially trucks) at the above location and the high number of vehicles going in and out of businesses on that side of the street (Hadley's, Denny's, and the Mobil Station), the Commission recommended that no parking be established on the west side of Paseo del Norte from Palomar Airport Road southerly for a distance of 750 feet (the southerly most driveway of Hadley's). Once Paseo del Norte is striped for four through lanes and a turning lane, all of the street parking will have to be eliminated. 6. Request for Four-way Stop Control at the Intersection of Hardincr Street and Oak Avenue Due to the imbalance of traffic and the very safe accident history, the Commission recommended against establishing four-way stop control at the above intersection. The Commission is very aware of the new Community Center's impact on generating additional pedestrian traffic. How- ever, the Commission feels that Harding Street is wide enough to provide good sight distance for both motorists and pedestrians. Unwarranted stop signs result in un- necessary delay and avoidable accidents (especially rear end type accidents). The Commission will keep this inter- section under observation.
