Present: Chairman Bob Nelson, Guy Moore, Capt. Wally Rossall, Kent Whitson Absent: Bill Harkins, Mike Riley Guests: John Ryan, Douglas Craig 1. Approval of Minutes The minutes of the April 5, 1977 meeting were approved as submitted . 2. Stop Control at the Intersection of Elm Avenue and Valley Street Due to the anticipated traffic volumes expected on Elm Avenue once the new street extension is constructed, the Commission recommended that stop control be established on Valley Street, both north and south of the intersection, and that the ex- isting stop sign facing eastbound traffic on Elm Avenue be removed. 3. SDeed Control on Levante Street Due to the relatively low traffic volumes and the very safe accident history experienced so far on the above street, the Commission recommended against installing any speed zone signing at this time. The Commission also was against using unwarranted stop signs to control speed because they would create unnecessary delay, could breed contempt in the motorist, and very likely might result in a situation that would be more hazardous than not installing any signs at all. The Commission did recommend that the Police Department observe traffic on the street, especially during the peak-volume hours in the morning and in the afternoon, and enforce the 25 m.p.h. (40 km/hr) prima facie speed limit in the residential areas. c Traffic Safety Commission -2- June 7, 1977 4, Request for Additional Traffic Control in the Vicinity of Avenida Encinas, Poinsettia Lane, and Paseo del Norte. The Commission recommended that, due to the narrow roadway, no parking signs be installed on the east side of Avenida Encinas near its intersection with Santa Barbara, a street in Lakeshore Gardens. The Commission also recommended that sight distance be improved, if possible, on the northeast corner of Paseo del Norte and Poinsettia Lane. The Commission did not recommend any other additional traffic control devices or changes at this time due to the unimproved condition of the streets (all of them are only two lanes now and are to be eventually widened to four lanes with permanent curbs and gutters), the low traffic volumes, and the few number of accidents. Review Jefferson Street Near Laguna Drive 5. The Commissioners felt that their previous recommendationszto eliminate parking on the east side of Jefferson Street south of Laguna Drive and to install advanced curve warning signs with advisory speed limits have definitely contributed to reducing the accident rate at the above location. The Commission will keep the above area under observation, especially after the building construction and street improve- ments have been made on the southwest corner of Jefferson Street and Laguna Drive.
