Wally Rossall, Manny Puentes, Kent Whitson Absent: None Guests: Jean Ful ler, Sidney Fuller, Mrs. R. E. Foster, Ed Valentine I. Approval of Minutes The minutes of the October 3, 1977 meeting were approved as submitted. 2. Speed Zone on Elm Avenue from Pi0 Pic0 Drive to Donna Drive After carefully reviewing the speed zone data, the horizontal and ver- tical alignments, and the accident history, the Commission recommended the establishment of a 35 m.p.h. speed zone on the above section of Elm Avenue. 3. Request to Eliminate "NO PARKING" Zone on the North Side of Marron Road East of El Camino Real The Commission took no action on this item at this time. At its February I, 1977 meeting, the Commission maintained that the "NO PARKING" restriction along Marron Road must be retained for safety, and that no recommendation be made regarding any changes in parking or street geornetrics until the upcoming Plaza Camino Real Traffic Circula- tion Study is completed. 4. Request to Eliminate Free Right Turn on the Northwest Corner of El Camino Real and Chestnut Avenue After a field review, the Commission recommended that the crosswalk at the above corner be restriped perpendicularly to the curb face, that the "YIELD" sign be relocated accordingly, and that City staff inves- tigate every possibi I ity to encourage the property owner on the corner to permit the removal of enough embankment to provide adequate sight distance. The Commission will keep this intersection under observation for any other changes they deem necessary. Traffic Safety Commission - 2- November 7, 1977 5. Request for "NO PARKING" on East Side of Ocean Street between Cedar and Beech Avenues and for Time-limited Parking on Beech Street between Ocean and Car I sbad Boulevard The Commission recommended against establishing any parking restrictions at the above locations at this time. Beach parking is scarce now; and the Commission feels if there is room for vehicles to safely pull off the paved roadway sections, then parking should be permitted. The Com- mission did suggest that "NO PARKING" be enforced in the immediate vi- ci nity of the f i re hydrant on the southeast corner of Ocean Street and Beech Avenue and that any illegal parking obstructing the safe through movement of traffic also be enforced.
