"STOP" Control on Camino de las Ondas at Paseo del Norte The Commission recommended that "STOP" control be established on Camino de las Ondas (for both east and future westbound traffic) at its inter- section with Paseo del Norte. Four-way "STOP" Control at the Intersection of Jefferson Street and Laauna Drive Due to the unequal distribution of traffic volumes between the major and minor legs of the above intersection, the Commission took no action to establ ish four-way "STOP" control at this time. striction on the East Side of Carlsbad Boulevard in Front of SDG&E Power PI ant After listening and discussing the concerns of both the residents of Tierra del Oro and a representative from SDG&E, the Cornmission decided to meel- and make a field trip on Monday, March 13, 1978, before making its final recommendations to the City Council. The Commission did make some recommendations which will be included in the next meeting's min- utes. Additional School Zone Signing on Carlsbad Boulevard in Front of Army/ Navy Academy In order to emphasize the 25 m.p.h. school prima facie speed limit on Carlsbad Boulevard in front of the Army/Navy Academy, the Commission Traffic Safety Commission -2- 'March 6, 1978 recommended that school speed limit signs (installation "C" in the Traf- fic Manual) be installed about 400 feet in advance of the school grounds. The Commission also recommended that the two existing 35 m.p.h. speed signs on Carlsbad Boulevard in advance of the school be relocated so mo- torists will see them after they have passed the school grounds. This will be necessary in order not to confuse motorists with the different prima facie speed limits. 6. Request for Sight Distance Improvements on Elm Avenue at the Library Parki ng Lot Exit Because of the street geometrics of Elm Avenue (grade and horizontal alignment) and the prevailing vehicle speeds, the Commission recommended that the existing red curb east of the driveway exit be extended an ad- ditional 55 feet in order to secure adequate sight distance. The exist- ing 25 feet of red curb west of the exit appears to be adequate at this time. The Commission strongly encourages that sufficient off-street parking for the library (and for any future expansions) be provided so the on- street parking along Elm Avenue can be eliminated to facilitate a con- tinuous left turn lane, bicycle lanes and safe sight distances.
