MI NUTES Present: Chairman Mike Riley, Bill Harkins, Bob Nelson, Alan Jacobs, Capt. Wally Rossall, Kent Whitson, Tim Flanagan Absent: None Guests: Ed Valentine, George Carston 1. 2. 3. 4. Approval of Minutes The Minutes of the April 3, 1978 meeting were approved as submitted with the exception of Item No. 4, Restriping La Costa Avenue. The Commission wanted to make sure that, as a condition of their recom- mendation, a public hearing be held for all the affected property owners in order to receive their input. Introduction of New Commission Member Dr. Alan K. Jacobs was introduced and welcomed as the new member of the Traffic Safety Commission. "NO PARKING ANYTIME" on Carlsbad Boulevard North of Cannon Road After considerable discussion and review of City Council's concerns as expressed at the April 4, 1978 Council meeting, the Commission agreed to maintain all of their original recommendations as out- lined in the Minutes from the Monday, March 13, 1978, meeting. - Because of the potential hazard associated with curbside parking along the east side of Carlsbad Boulevard and previous accidents, the Commission recommended the parking restriction remain in effect even after the construction work at the Encina Power Plant has been comp 1 eted . The Commission also recommended the parking issue concerning Cannon Park be observed during the summer months to determine how heavy the parking demand will be. There appears to be adequate room for parking along the north side of Cannon Road; however, other areas that could be considered for parking are along the south side of Cannon Road and along the west side of Carlsbad Boulevard. This item could be submitted to the Commission at a later date. "STOP" Control at Intersection of Donna and Falcon Drives Due to the increased traffic on Donna Drive from the recent exten- sion of Elm Avenue and the fact Donna Drive is soon to be striped, Traffic Safety Commission -2- May 1, 1978 5. 6. 7. 8. the Commission recommended that "STOP" control be established on Falcon Drive, both east and west of Donna Drive. Intersection Control at Seacrest and Ridgecrest Drives The Commission felt this T-intersection was operating in a safe and efficient manner (low traffic volumes with no recorded accidents) and recommended that no intersectional control be installed at this time. "STOP" Control Review at the Intersection of Chestnut Avenue and Harding Street The Commission has reviewed this intersection several times before. Due to the balance of entering traffic volumes (56% on the major street and 44% on the minor street, 33% of which is coming from the east leg of Chestnut) and the anticipated increase in pedestrian activity in the area (Chase Field now has lights for nighttime base- ball) , the Commission recommended that four-way "STOP" control be implemented at the intersection of Chestnut Avenue and Harding Street. Consideration of "NO PARKING'' Signs on the North Side of Chestnut Avenue West of El Camino Real because of Sidewalks The Commission felt that "NO PARKING ON SIDEWALK" signs were not war- ranted' at this time because the Police Department can now enforce any "parking on sidewalk" violations according to California Vehicle Code, Sect ion 22500 (F) . Skateboard Problem at Northwest Corner of Adams Street and Park Drive Because of any liability to the City, the Commission recommended neither to encourage nor discourage skateboard activity at the above location. The Commission did recommend that a chain link fence be installed to separate the culvert from any street frontages along both Adam Street and Park Drive. This would help protect pedestrians from the culvert as well as keep some of the skateboard activity out of the street. Commissioner Jacobs volunteered to contact a service club to see if they would be interested in presenting a skateboard seminar for school-aged children. Respectfully submitted, -son, P.E.
