Approval of Minutes The Minutes of the September II, 1978 meeting were approved as submitted. Request for Centerline Striping on Avenida de Anita, Avenida de Louisa and Marron Road The Commission recommended that Avenida de Anita, from Marron Road to Elm Avenue, and Marron Road, from El Camino Real to Avenida de Anita, be centerline striped if funding is available. Due to the traffic volumes and the nature of some ac- cidents at the intersection of Avenida de Anita and Marron Road, the Commission recommended that, at a minimum, at least 200 feet of centerline stripe be pro- vided on the approach legs of the intersection. The Commission requested that additional information be provided before making any recommendations concerning the intersection of Avenide de Anita and Avenida de Louisa. Request for Loading Zone on Chestnut Avenue in front of La Palma High School Because the school has no loading area and no driveways, the Commission recom- mended that a 30-foot yellow loading zone be provided on the north side of Chest- nut Avenue directly across from Jefferson Street. Request for Perpendicular Parking on Oversized Cul-de-sac at East End of Pirineos Even though the above cul-de-sac is larger than most others, the Commission did not want to set any kind of precedent to permit perpendicular or angle parking on residential streets. Perpendicular parking on cul-de-sacs cuts down on the turning radius for emergency and service (trash) vehicles. Also, the overhang- ing of vehicle bumpers encroach into the sidewalk area. The Commission felt it was the responsibility of the residences to provide ade- quate off-street parking, especially in lieu of the fact that there is more land around this cul-de-sac yet to be developed. Way Request to Review Parking and Vehicular Speeds on Ponto Drive The public right-of-way extends about 40 feet to the east of the existing fence line between Carlsbad Boulevard and the Ponto Drive frontage road, which, ac- cording to the Police Department, has presented various problems. Even though speeding on this frontage road has been only an intermittent problem, the main Traffic Safety Commission -2- October 2, 1978 problems have resulted from parking vehicles across from the South Carlsbad State Beach entrance - theft, littering and destruction of public property (damaging of fence along Carlsbad Boulevard). The Commission recommended fencing off the dirt portion of the frontage road between the Lanikai Mobi le Home Park and the northerly-most on-ramp from the Ponto community and supplement the east side of Carlsbad Boulevard with "no parking" signs where necessary. A gate could be provided for utility access. 6. Request to Review Buena Vista Way in front of Buena Vista School The Commission pointed out that the full street widening improvements along Buena Vista Way wil I only be made if the property owners along this street are willing to pay for them, which the owners have not been willing to do in the past. At its March 4, 1975 meeting, the Commission had suggested that a part of the school parking lot be assigned to school busses only (which would now be NCTD busses), and that the parking lot be redesigned to separate the automobiles from the busses.
