MI NUTES Present: Chairman Bill Harkins, Dr. Alan Jacobs, Ebb Nelson, Bill Baldwin, Capt. Wal ly RossaI I and Kent Whitson Absent: Rick Cecelski 1. 2. 3. 4. Approval of Minutes The Minutes of the October 2, 1978 meeting were approved as submitted. Review Avenida de Anita at its Intersections with Avenida de Louisa and with Calle Susana After reviewing the traffic volumes and the intersection conditions at the above locations, the Commission recommended that "YIELD" signs and limit lines be installed on Avenida de Louisa and on Calle Susana at their intersections with Avenida de Anita. No additional centerline striping was recommended at this time. No Passing Stripe on Rancho Santa Fe Road near its Intersection with Cadenc i a Street The Commission reviewed the sight distance at the above location and subsequently recommended that a no passing stripe for northbound mo- torists be painted on Rancho Santa Fe approaching the intersection at Cadencia Street (proper length to be determined by the Engineering Department). The Commission also recommended that passing not be permitted in either di rection on Rancho Santa Fe Road from Cadencia Street northerly to the existing double yellow centerline because of roadway alignment. Request for Additional "SCHOOL" Signing near the Intersection of Las Flores Drive and Pi0 Pic0 Drive The Commission recommended that the supplemental "SCHOOL" plate be in- stalled beneath the existing "international" school signs and that an additional school sign be placed facing northbound traffic on Pi0 Pic0 Drive. The Commission was very concerned about the school encouraging parents to pick up and del iver their chi ldren along Las Flores. At both its last meeting and its March 4, 1975 meeting, the Commission recommended that the school's parking lot be redesigned to separate the automo- biles from the busses. This could be facilitated by constructing another parking lot for employees (possibly on the lower playground). The Commission had previously recommended against establishing a school bus loading zone along Las Flores Drive because of the potential traf- fic hazards and the problems resulting from inclement weather. c -2- 5. 6. Request for Speed Zone on Crest Drive After reviewing the speed zone survey (all the recorded speeds were between 20 m.p.h. and 28 m.p.h.1 and street conditions, the Commission recommended against establishing any speed zone on Crest Drive at this time. Traffic Signal at El Camino Real and Palomar Airport Road Upon learning that the County of San Diego had completed its investi- gation of the intersection (the intersection is in the jurisdiction of both the County of San Diego and the City of Carlsbad) and the war- rants for traffic signals were met, the Commission recommended that the County be contacted to see what can be done to design and install traffic signals as soon as feasibly possible. Respectfully submitted, Kent A. Whitson, P.E. For the Traffic Safety Commission KAW: VEB
