PLACE OF MEETING: City Council Chambers CALL TO ORDER The meetinq was called to order at 3:04 P.M. by Menher Arthur Rantor. ROLL CALL Present - Members Ralph Darton, Captain Wally Rossall, Arthur Kantor, Wes Terry, and Lamy Dossey. Chairman John Lusignan arrived at 3:32 P.M. Absent - Member Bill Baldwin. Also present: Steve Tisdale, Engineering Department MI?. Kent Whitson, SANDAG Traffic Consultant &fer to attached list of citizens 1. APPXYWG OF MI"ES: Minutes of the Regular Meeting, held February 1, 1982, were approved as submitted; with Member Kantor abstaining. 2. PASM) DEX NOFITE - REQ,vEla FOR SPEED LIMIT SIGNS. Several residents from Alta Mira addressed the Comnission and expressed concern with regard to truck traffic on Paseo del Norte from Palomr Airport Road to Poinsettia, obstruction of the sight distance along Paseo del Morte from trucks parked overniqht, and speeding on Paseo del Norte. Results of a sped study on Paseo del Norte were presented to the Comnission, indicating 85 percentile speed of 44 and 46. Comission discussion related to same, as well as the concerns expressed by the residents. Following discussion, the Cordssion recomnded that the City Council reduce the speed limit to 35 mph on the hill area of Paseo del Norte. Ayes: Members Darton, Kantor, Terry, and Lusignan. Noes: Members Rossall and Dossey. TFAFFIC SAFE;TY COJWIISSION March 1, 1982 Paqe 2 Comnission discussion then related to the results of the speed study, with regard to pedestrian crossinqs, and side street crossinqs, and Comnission mncensus reflected their finding that same was not complete. The Conmission requested that Staff mnduct a mqlete study to justify the reduced 35 mph speed limit, and to support the 45 mph speed limit for a portion of the area. In addition the Conrnission recomnended the followinu to the City Council : 1- That the existing bicycle route along Paseo del Norte be posted a "No Parking Bicycle Lane", and the parking lane be removed to the bridge. 2- That the existing truck route siqn be mved southerly to the south of the mtel parkinq lot. 3- That a letter be addressed to the motel owners advising them of the disturbances and soliciting their moperation to advise truckers by a sign in the lobby that Paseo del Norte is not a truck route and requesting they return to the freeway via Palomar Airport Road instead of Pas- del Norte. Ayes: Menbers Darton, Kantor, Terry, Lusignan, Rossall, and Dossey. Noes: None. 5. EL CAMIN0 REAL N/O TAMARACK - F4EQUl3SI' FOR "NO PAFXING ANY TIME" SIGNS. Mr. John Halloran, 4648 Coralwood Circle, Carlsbad, addressed the Comnission, and expressed concern with regard to the parking of trucks north of Tamarack Avenue on El Camino Real; stating his opinion that same creates a safety hazard for the school children. The Comnission recomnended that trucks be prohibited from parking within 100 feet of the intersection of El Camino Real and Tamarack Avenue, and that the intersection be posted to reflect same. Ayes: Menhers Darton, Kantor, Terry, Lusiqnan, Rossall, and Dossey. Noes: None. 3. CEREZO DRIVE & Lo6 RoRLlsS DRIVE - SIB1T DISI!AT!JCE. LEVANTE STREET - REQUEST FOR YIELD SIGNS AT' VARIOUS INTESECTIOh7S. Mr. Kent Whitson, SANDAG Traffic Consultant, gave a brief report on the placement of stop/yield signs. The Comnission remmnded that no action be taken until Levante Street is declared a through street, due to the lack of accident history. Ry proper motion the meeting was adjourned at 4:44 P.M.
