PLACE OF MEETING: Council Chambers CALL TO 0R.DER The meeting was called to order by Chairman Lusignan at 3:04 P.M. ROLL CALL Present - Members John Lusignan, Ralph Darton, Arthur Kantor, Captain Wally Rossall, Bill Baldwin and Larry Dossey Absent - Member Wes Terry Also present: Steve Tisdale, Engineering Department 1. APPROVAL OF MINUTES Minutes of the regular meeting held April 5, 1982, were approved as submitted. Captain Wally Rossall at this time referenced the change that has been made in the format of the Commission minutes and indicated that he preferred that the minutes not show the members individual votes. Following discussion by Commission members, the matter was delayed to the next meeting for consideration by the full commisson. 2. ELM AVENUE AND VALLEY STREET - REQUEST FOR 4-WAY STOP. Member Darton suggested that more speed limit signs should be posted on Elm before its intersection with Valley. Following response from staff, he withdrew his suggestion. The Commission concurred with the staff recommendaton that stop sign placement at this intersection is not warranted. Ayes: Lusignan, Darton, Kantor, Rossall, Baldwin and Dossey Noes: None. TRAFFIC SAFETY COMMISSION May 3, 1982 3. CHESTNUT AVENUE BETWEEN EL CAMINO REAL & WESTHAVEN - REQUEST FOR STREET LIGHTS. The staff report on the matter was presented by Larry Dossey, essentially as contained in his memorandum, of May 3, 1982. He indicated that this request was submitted by Mr. Bob Miller of the Utilities Department, and that the lights would be placed on existing power poles. A motion was made by Member Darton to approve the request for 5 street lights. The motion died for lack of a second. The Commission continued the matter until Mr. Miller can be present to give a report on the matter. Ayes: Lusignan, Darton, Kantor, Rossall, Baldwin and Dossey. Noes: None. 4. PARK DRIVE AT MARINA & AT ADAMS - REQUEST FOR STOP SIGNS. The staff report on the matter was presented by Larry Dossey, essentially as contained in his memorandum, of May 3, 1982. Following discussion, the Commisson concurred with the staff recommendation, to deny the request for the stop signs, but to ask the Police Department to enforce the 25 mph. speed limit. Ayes: Lusignan, Darton, Kantor, Rossall, Baldwin and Dossey. 5. INFORMATION ITEM - TIMING OF SIGNALS ON EL CAMINO REAL. Larry Dossey gave a brief report on the matter, and explaining the actions that had been taken regarding the request from Mr. Sippel. He reported that staff had changed the timing on El Camino Real at Tamarack and Dove to allow right turns without activating the signal, however, he indicated that El Camino Real at Levante is under the jurisdiction of the County. He also indicated that a letter had been sent to Mr. Sippel advising him of the status of his complaint. OFF AGENDA ITEM: REOUEST FOR DIRECTIONAL SIGNS - CARLSBAD BOYS AND GIRLS CLUB Bill Baldwin indicated that he had received a request from the Director of the Carlsbad Boys and Girls Club for directional signs on Elm at Roosevelt. TRAFFIC SAFETY COMMISSION May 3, 1982 REQUEST FOR DIRECTIONAL SIGNS - CONTINUED The Commission recommended denial of the request for directional signs on Elm at Roosevelt for the Carlsbad Boys and Girls Club. Ayes: Lusignan, Darton, Kantor, Rossall, and Dossey Noes: None Abstain: Baldwin PROCEDURES FOR COMMISSON MEETINGS Member Lusignan requested that a more formal procedure be established for public input at Commission meetings, to restrict persons from speaking out at any time during a meeting. Staff indicated that information is already being sent to those requesting to address the Commission, outlining for format to be followed, but agreed to research the request. TRAFFIC SAFETY COMMISSION MINUTES Member Kantor commented that he has seen minutes from all other boards, commissions and committees in the Carlsbad Library, but that he has not seen minutes from the Traffic Safety Commission in the Library. Staff indicated that they would begin sending copies of the minutes to the Library. ADJOURNMENT By proper motion the meeting was adjourned at 3:45 P.M.
