PLACE OF MEETING: City Council Chambers CALL TO ORDER The meeting was called to order at 3:14 P.M. by Member Larry Dossey. ROLL CALL Present - Members Ralph Darton, Captain Wally Rossall, Larry Dossey, and Wes Terry. Absent - Members John Lusignan, Bill Baldwin, and Arthur Kantor. Also Dresent: Steve Tisdale, Engineering Department Mr. Kent Whitson, SANDAG Traffic Consultant Bob Miller, Utilities and Maintenance 1. APPROVAL OF MINUTES: Minutes of the Regular Meeting, held May 3, 1982, were approved as submitted. ITEM OUT OF ORDER 5. Chestnut Avenue between El Camino Real and Westhaven - Request for Street Lights. Commission discussion related to the need for street lights since there are existing pedestrian sidewalks, safety, and cost effectiveness. Mr. Bob Miller of the Utilities and Maintenance Department addressed the Commission and outlined the nature of the problem. Member Darton requested that consideration be given to providing light at the crest of the hill, and additional lighting at the intersection of El Camino Real and Chestnut Avenue. The Commission recommended two additional street lights be installed at El Camino Real and Chestnut Avenue, as part of the CIP. Ayes: Darton, Terry, Rossall, and Dossey. Noes: None TRAFFIC SAFETY COMMISSION June 7, 1982 Page 2 A motion was made to recommend that one light be installed at the first curve east of the intersection of El Camino Real and Chestnut Avenue. Commission discussion related to the feasibility of the use of reflectors, and the cost differential of same versus street lights. was noted that reflectors are already in at the second curve near Westhaven. It Member Darton withdrew his motion. The Commission recommended the use of reflectorized markers in lieu of street lights for eastbound traffic; Engineering Department to prepare the work order. Ayes : Darton, Terry, Rossall, and Dossey. Noes : None. 2. Avenida De Anita between Marron Road and Elm Avenue - Request for Speed Limit Signs. The Commission recommended denial of posting speed limit signs at this time, and requested the Police Department patrol the area and enforce existing speed limits. Ayes : Darton, Terry, Rossall, and Dossey. Noes: None. 3. Jefferson Street near Knowles Avenue - Request for Red Curb at Private Driveways. The Commission discussed the possibility of such an action setting a precedent, and it was determined that this situation was somewhat different as it involves a Day Care Center. The Commission recommended Staff paint 15 feet of red curb on each side of both driveways to help solve the sight distance problem. Ayes : Darton, Terry, and Dossey. Noes : Rossall. 4. Lincoln Street between Carlsbad Boulevard and Oak Avenue - Request for one-way street and no left turn signs. The Commission recommended denial of the request, due to lack of accident history and traffic volumes. Ayes : Darton, Terry, Rossall, and Dossey. Noes : None. TRAFFIC SAFETY COMMISSION June 7, 1982 Page 3 6. Traffic Safety Commission Items - Letter form to Private Citizens. The Commission continued the matter, to allow for the election of the new Chairman, and Council appointment of a new Commissioner. OFF-AGENDA ITEM Three-way stop at Rancho Santa Fe Road and La Costa Avenue Larry Dossey referenced a letter received from Colonel Markley regarding the intersection of Rancho Santa Fe Road and La Costa Avenue, and Commission discussion reflected same. The Commission recommended that Colonel Markley be notified that the Commission discussed the matter, and that the intersection meets the warrants for a traffic signal in the future, and until that time it will remain as is. Ayes : Darton, Terry, Rossall, and Dossey. Noes : None. ADJOURNMENT By proper motion the meeting was adjourned at 4:08 P.M.
