PLACE OF MEETING: City Council Chambers CALL TO ORDER The meeting was called to order at 3:Ol P.M. by Member Larry Dossey. ROLL CALL Present - Members Arthur Kantor, Larry Dossey, Bill Baldwin, Captain Wally Rossall, William Harkins, Ralph Darton, and Robert Wood. Absent - None. Also present: Steve Tisdale, Engineering Department Bob Wojcik, Engineering Department Kent Whitson, SANDAG Traffic Consultant See attached list of citizens 1. APPROVAL OF MINUTES Minutes of the Regular Meeting, held August 2, 1982, were approved as submitted. AYES: Kantor, Dossey, Baldwin, Harkins, and Rossall. ABSTAIN: Darton, and Wood. NOES: None. 2. ELECTION OF CHAIRMAN Member Harkins nominated Member Kantor as Chairman. Member Baldwin moved nominations be closed. AYES: Kantor, Dossey, Baldwin, Harkins, Rossall, Darton, Wood. NOES: None. 3. TAMARACK WIDENING - Presentation bv Citizen Mrs. Marjorie Morrison, 3891 Highland Drive, Carlsbad, representing the HOT (Hands Off Tamarack) Committee, addressed the Commission. Mrs. Morrison indicated that their main concern is safety, and submitted 51 letters from concerned citizens to the Commission. TRAFFIC SAFETY COMMISSION September 13, 1982 Page 2 Mrs. Morrison continued to request that a study be made of the negative aspects of the proposal, and added that other concerns are pollution, effects of heavy traffic and increased speed in relation to school children in the area, resulting accidents, accessibility to property and the street, loss of property values, parking, and present and future use of Tamarack Avenue. She added there are approximately 238 people who belong to the HOT Committee. She concluded by suggesting alternatives to the widening such as increased police enforcement, and extending Elm Avenue. Mrs. Margaret Stahl, 1757 Tamarack Avenue, Carlsbad, addressed the Commission. Mrs. Stahl briefly outlined recent accidents that have occurred on Tamarack Avenue. Mr. Jack Estes, 1195 Tamarack Avenue, Carlsbad, addressed the Commission. Mr. Estes expressed concern regarding safety for the school children going to and from the schools in the area. Mr. Lowell Ponti, 522 Tamarack Avenue, Carlsbad, addressd the Commission. Mr. Ponti requested that any maps or exhibits used regarding the matter reflect recent changes, and that every school within five blocks of Tamarack Avenue be taken into consideration. Mrs. Donna Beghtol, 1520 Jeanne Place, Carlsbad, addressed the Commission. Mrs. Beghtol expressed concern regarding parking, and pointed out that the side streets (Jeanne Place and James Drive) are always parked up. Mrs. Margaret Jeffress, 548 Tamarack Avenue, Carlsbad, addressed the Commission. Mrs. Jeffress indicated that she did a lot split a year ago and was required to dedicate some of her property for a bike lane, and inquired regarding the timing of this proposal. Larry Dossey showed a film depicting.the existing Tamarack Avenue, For clarification purposes, he indicated that Council had previously directed Staff to prepare a report on the widening of Tamarack Avenue; however, there is no current funding budgeted for the actual construction. He concluded by briefly outlining the proposal with the aid of a wall exhibit. Mrs. Mary Meyer, 1755 Tamarack Avenue, Carlsbad, addressed the Commission. Mrs. Meyer indicated that the HOT Committee was addressing the matter now to avoid unnecessary spending on the project. TRAFFIC SAFETY COMMISSION September 13, 1982 Page 3 Commissioner Harkins expressed the opinion that in order to avoid the issue coming up every five years since the project is not actually funded, it should be removed from the Master Plan. Mrs. Margaret Brownley, 4120 Skyline Road, Carlsbad, addressed the Commission. Mrs. Brownley indicated she is not a member of the HOT Committee; however, she shares in their concerns. She expressed the opinion that Tamarack Avenue should not be a major arterial, but should be a feeder. Commission discussion related to the feasibility of opening up Cannon Road, and removing the proposed project from the Master Plan. Following discussion, the Commission recommended that the City Council consider a General Plan Amendment regarding the Tamarack Avenue widening issue, based on alternative routes such as: 1. Instead of waiting on the developer to put Elm Avenue through, put it through on a bond issue and relieve the problem now, and charge it back to the developer at a later date. 2. Open up Chestnut Avenue through to El Camino Real by widening the road at the top of the hill. 3. Put Cannon Road through, which would lead off southbound 4-6 traffic. 5-4 CI S S c G c c - 4. Make Tamarack Avenue and Chinquapin one way streets (going opposite ways.) AYES: Kantor, Dossey, Baldwin, Harkins, Rossall, Darton, Wood. NOES: None. The Commission then recommended that Tamarack Avenue be put through to El Camino Real. AYES: Kantor, Dossey, Baldwin, Harkins, Darton, and Wood. NOES: Rossall. 4. JEFFERSON & LAGUNA - Reauest for Four-Wav Sto~. The Commission recommended not installing a four-way stop at the intersection of Jefferson and Laguna at this time. AYES: Kantor, Dossey, Baldwin, Harkins, Rossall, Darton, Wood. NOES: None. . .. ,. 4 TRAFFIC SAFETY COMMISSION September 13, 1982 Page 4 5. MADISON & OAK AND MADISON & CHESTNUT - Change Yield Signs to Stop Signs. The Commission considered changing the yield signing to stop signing, and recommended Staff monitor the intersections of Madison and Oak and Madison and Chestnut to see if the accident rates decline.
