PLACE OF MEETING: City Council Chambers TRAFFIC SAFETY COMMISSION - Special Meeting CALL TO ORDER The meeting was called to order at 3:02 P.M. by Chairman Arthur Kantor. ROLL CALL Present - Members Arthur Kantor, Frank Aleshire, Vincent Jimno, * Larry Dossey, William Harkins, Ralph Darton, and Robert Wood. Absent - None. A1 so Present: Bill Baldwin, Assistant City Manager/Maintenance and Operations Captain Wal ly Rossall , Pol ice Department Steve Tisdale, Engineering Department Richard A1 1 en, City Engineer Ron Beckman, Assistant City Manager/Developmental Services Girard Anear, City Council See attached list of citizens TAMARACK WIDENING ISSUE Chairman Kantor indicated that the special meeting was called to discuss the Tamarack widening issue, due to some procedural problems with the motions made at the meeting of September 13, 1982 and inaccuracies reflected in those minutes. Chairman Kantor indicated that he discussed the matter of Members Rossall and Kantor signing the HOT Committee petition with the City Attorney's Office, and he was advised that there was no conflict of interest for those members to participate in the discussion or any action taken. In response to Commission query, Frank Aleshire indicated that Council received a petition on the matter at their August 17, 1982 meeting, and indicated their desire to have the Traffic Safety Commission review the matter. for a workshop meeting on Tuesday, September 28, 1982. Chairman Kantor indicated it was his understanding that Item 4 of the first motion from the meeting of September 13, 1982, making Tamarack Avenue and Chinquapin one way streets, was deleted from the motion. discussion reflected same. Pol ice Chief Vincent Jimno addressed safety and response time problems experienced by the police and fire departments in the area, and indicated it would be his recommendation to the Council to tie Tamarack Avenue to El Camino Real. TRAFFIC SAFETY COMMISSION September 21, 1982 Page 3 With regard to Cannon Road, Chief Jimno indicated it appears to have some built-in delay factors as it crosses the wetlands. He concluded that the Fire Chief is in agreement with his position, and indicated that the widening of Tamarack Avenue is a matter of Council policy. Member Harkins indicated that he came to Carlsbad because of the rural atmosphere, and expressed the opinion that if the residents want a change in the Master Plan regarding Tamarack Avenue, it should be approved and all other needs are secondary. Frank Aleshire indicated that the City must develop a plan to accomodate the future needs of the City. He added that all plans that have been adopted by the Council have been reviewed, discussed, and had public hearings. He indicated that based on all the plans he has reviewed, Tamarack Avenue is a vital connection in the circulation plan. Mr. Aleshire concluded that if the Commission does not feel Tamarack Avenue is a necessary connection to El Camino Real, they should recommend Council hire a traffic engineering consultant to review facts, figures, and alternate routes. He reiterated that the Commission should have had an opportunity to review the circulation plan prior to review of this matter. Chief Jimno referenced the 51 letters submitted to the Commission at their last meeting from Tamarack residents, and indicated that the activities described in those letters are enforcement problems. Member Harkins moved that the Commission recommend to Council to consider the Tamarack Avenue widening issue and look at alternate routes such as: 1. Putting Elm Avenue through with a bond issue if necessary. 2. Open Chestnut Avenue through to El Camino Real by widening the road at the top of the hill. 3. Deal with the problems of Cannon Road to lead off southbound traffic. 4. Make Tamarack Avenue and Chinquapin one way streets, going in opposite directions. THE MOTION FAILED DUE TO LACK OF A SECOND. The Commission recommended that Tamarack Avenue go through to El Camino Real. AYES: NOES: Kantor, and Harkins. Darton, Dossey, Wood, Aleshire, and Jimno. Member Darton moved that the width of Tamarack Avenue east of Highland Drive, 48 feet curb to curb, be the width that is continued through to El Camino Real. THE MOTION FAILED DUE TO LACK OF A SECOND. TRAFFIC SAFETY COMMISSION September 21, 1982 Page 4 It was noted that due to time constraints, the Commission would not have time to review the material (circulation plan) prior to the September 28, 1982 Council workshop.
